About this file

This is a Small Business Enterprise (SBE) Good Faith Effort Documentation Form (BEH-FRM-607.SAW) issued by the City of Dallas for use in response to the Pension Investment Monitoring and Advisory Services solicitation. The form is mandatory only when a respondent fails to meet the contract-specific SBE goal or when specifically requested by the City for compliance review. Respondents who meet or exceed the SBE goal at submission are not required to complete the form unless otherwise directed. The form requires prime vendors to attest to evaluating commercially reasonable subcontracting opportunities, avoiding artificial consolidation or restriction of scopes of work, verifying SBE certifications in relevant NAICS codes, and ensuring that only SBE firms performing under a Commercially Useful Function (CUF) are counted toward the goal.

The documentation form requires respondents to identify and segment subcontracting opportunities into economically feasible packages, demonstrate intentional and timely outreach to SBEs with a minimum seven-business-day response window, provide complete plans and specifications to contacted SBEs, document all outreach efforts with timestamps and contact records, list all SBEs contacted with quote responses and reasons for selection or rejection, explain any cost-related rejections with percentage differences, and describe assistance provided to SBEs in competing for opportunities. Respondents must provide a narrative summary explaining proposed SBE participation percentage relative to the contract-specific goal and describe any impediments encountered despite genuine outreach efforts. The form includes certification requirements whereby the officer signing attests to the accuracy and completeness of information provided and acknowledges that SBE participation commitments are subject to monitoring and compliance review throughout the contract term.
