About this file

This is a Technical Criteria Attachment for a Crisis Communication RFP issued by the State of Utah Division of Risk Management (DRM), conducted through the State's Division of Purchasing. The solicitation seeks a single vendor to provide comprehensive crisis communication services on a five-year contract. Proposals must address five primary evaluation criteria totaling 750 points: Company Experience (225 points), Company Personnel Expertise (187.5 points), Response Protocols (150 points), Capacity and Resources (150 points), and Other Services (37.5 points). Vendors must provide detailed narratives demonstrating their qualifications, including organizational history, years of experience in public relations and crisis management, specific project examples with dates and results, and relevant experience with governmental organizations, K-12 schools, or higher education institutions. The evaluation emphasizes the lead strategist's qualifications, team member expertise, crisis severity categorization systems, and response timeframes for various crisis levels.

The technical criteria requires vendors to detail their firm's capacity to manage multiple concurrent high-severity crises without service degradation, establish guaranteed response timeframes for deploying senior crisis staff on-site to DRM headquarters, and demonstrate logistical capabilities for rapid mobilization including war-room management and press conference support. Vendors must describe their platforms and security standards for handling sensitive and legally privileged documents, outline specific operational actions and DRM inputs required during the first 60 minutes of severe crisis activation, and identify any additional services provided at no cost or available services offered at additional expense beneficial to the insurance pool. Vendor pricing must be guaranteed for a minimum of one year, with the contract award to the responsive and responsible vendor achieving the highest evaluation score.

Technical Criteria Attachment E For ease of evaluation, the proposals must provide a narrative point-by-point response, addressing in detail each area of the evaluation criteria. The criteria are not intended to limit a proposal’s content or exclude any relevant or essential data. Vendors are at liberty and are encouraged to expand upon the criteria to demonstrate the vendor’s ability to provide the State with a solution.

Vendors need to provide a narrative for the following criteria.

1. Company Experience (225 Points)

· Provide a brief history, years of experience, and description of your organization.

· Describe the organization’s experience and capabilities in providing public relations and crisis management. Be specific and identify at least 3 projects, dates and results. Note any experience with governmental organizations, K-12 schools, or higher education.

2. Company Personnel Expertise (187.5 Points)

· Describe the lead person who will be working with DRM, including his or her qualifications, and experience.

· Describe the experience of other team members who may work with DRM during a crisis, including his or her qualifications and experience.

3.Response Protocols (150 Points)

· Explain how you categorize crisis severity and the response time for each.

· Describe platforms and internal security standards used during a crisis to manage highly sensitive or legally privileged documents.

· Describe the first 60 minutes of severe crisis activation including immediate operational actions and specific inputs needed from DRM.

4. Capacity and Resources (150 Points)

· Detail your firm's capacity to manage concurrent high-severity (Tier 1) crisis events without degrading guaranteed response times for existing clients.

· Describe your guaranteed timeframe for deploying a lead strategist physically on-site to our headquarters following a severe escalation, based on the current geographic location of your senior crisis staff.

· Outline your logistical capabilities for rapid on-site deployments (e.g., managing war-room meetings or live press conferences).

5. Other Services (37.5 Points)

· Provide details of any additional services which you would provide to DRM at no additional cost and/or services which you would propose to provide at an additional cost that would be helpful for an insurance pool.
