About this file
This is an attachment document providing visual guidance for downspout disconnection procedures for the City of Owensboro's downspout removal program in Kentucky, funded through Community Development Block Grant (CDBG) resources. The attachment contains before-and-after photographs and detailed instructions illustrating the proper methodology for disconnecting downspouts from active drainage connections and redirecting them to suitable drainage directions. The document specifies that downspout portions shall be replaced to facilitate connection of new elbows, with original connections capped, cut below grade, and covered with soil upon completion. Splashblocks, when required, are to be provided by the contractor performing the disconnection work.
This disconnection guide serves as a technical specification document supporting the City of Owensboro's procurement for downspout disconnection and redirection services at residential locations, with potential alternate work including downspout relocation and re-hang activities. The visual guidance ensures consistent, standardized execution across multiple residential sites participating in the program, establishing clear expectations for contractor performance and the physical condition of completed work.
