About this file

This document is an Addendum (#5) to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for expert professional construction management and inspection services. The RFP (#6000002438) is for a four-year task order contract, with proposals due on November 13, 2024, at 2:00 P.M. The addendum includes modifications to the proposer requirements, specifically allowing flexibility in demonstrating cumulative experience of the proposing entity or its ownership.

The addendum also addresses three clarifying questions from potential bidders, specifically related to subcontractor qualifications. Key clarifications include: (1) subcontractors are not required to have a Certificate of Authorization (COA), (2) CWI certification cannot substitute for ICC certifications for steel inspectors, and (3) AWS certified welding inspectors are not acceptable substitutes for ICC certified structural steel and bolting inspectors. The point of contact for any additional questions is Ms. Jessica Smith at JLSmith@panynj.gov.

PROFESSIONAL CONSTRUCTION MANAGEMENT AND INSPECTION

SERVICES AS REQUESTED ON A “TASK ORDER” BASIS FOR A FOUR-

YEAR TERM - RFP# 6000002438 – ADDENDUM #5

Dear Sir or Madam:

The Port Authority of New York and New Jersey (the “Port Authority” or “Authority”) hereby amends the subject Request for Proposals (RFP) as follows:

1. Under the section titled “Proposer Requirements” item A, sub item 1. after “through closeout” skip a line and insert the following:

“The Proposer may also fulfill Proposer Requirement A1 if it can demonstrate that the persons or entities owning and controlling the Proposer have had a cumulative total of at least the same number of years and type of direct continuous experience immediately prior to the submission of this proposal as is required of the Proposer or has owned and controlled other entities which meet the requirement(s).”

The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (the Authority) answers are provided for your information and use, as appropriate.

Question #1: Do the subs also have to have a COA (NY/NJ) on the team? We have a Testing Firm as a potential sub but they don’t have a COA as they are not an engineering firm.

Response #1: No.

Question #2: Can CWI certification sub for the ICC certifications for the Steel inspectors' requirements?

Response #2: No, however if they have this certification in addition to the Steel and Bolting ICC that’s acceptable.

Question #3: We would like to know if an AWS certified welding inspector is an acceptable substitute for the ICC certified structural steel and bolting inspector?

Response #3: No, please see above.

The due date for this RFP remains 2:00 P.M. on November 13, 2024
