About this file
This is Addendum #1 to Request for Proposal #2026004-RFP1313 issued by the Columbia County Board of Commissioners in Georgia for Disaster Debris Management Services. The County intends to award two separate pre-event contracts: one for Disaster Debris Management Services and another for Disaster Debris Monitoring Services. The services will cover the unincorporated and incorporated areas of Columbia County, which encompasses approximately 308 square miles with 929 miles of roads. A mandatory pre-proposal meeting was conducted remotely via WebEx, and all interested vendors were required to attend and confirm their firm's participation. The contract is anticipated to begin on July 1, 2026, following the expiration of the current contract. The Cities of Grovetown and Harlem are permitted to independently enter into pre-event contracts with the awarded vendor(s) for the same services at the same costs.
The incumbent vendor, Ceres Environmental Services, has provided these services since July 1, 2020, with all contract extension options exercised and the full term completed. The most recent activation occurred following Hurricane Helene in 2024, during which approximately 5.2 million cubic yards of debris were collected and managed (4.1 million cubic yards mulched or chipped and 1.1 million cubic yards hauled to final debris sites). The resulting contract will not include a guaranteed minimum payment to the vendor, and bidders must provide information as requested without deviation from the pricing structure outlined in the RFP. Bond requirements and subcontracting provisions related to minority-owned, women-owned, or other small and disadvantaged businesses are detailed in the solicitation documents on Bonfire. Professional credential requirements are specified in the RFP itself.
