About this file

This is a Byrd Anti-Lobbying Certification document required for federal contract opportunities involving North Carolina's CATS Blue Line Track Welding Services rebid. The certification serves as a prerequisite for contract award and applies to all federal appropriated funds used in connection with the project. The document obligates the contracting company to disclose any non-federal funds used for lobbying activities related to the contract and to include identical certification language in all subaward documents at every tier, including subcontracts, subgrants, and cooperative agreements.

The certification represents a material representation of fact and is mandated by 31 U.S.C. § 1352, as amended by the Lobbying Disclosure Act of 1995. Companies must submit the certification with an authorized signature, printed company name, and complete address before contract execution. Failure to file the required certification or disclosure form (Standard Form-LLL) subjects the company to civil penalties ranging from a minimum of $10,000 to a maximum of $100,000 for each violation. The company further agrees that all provisions of 31 U.S.C. § 3801 et seq. apply to the certification and any related disclosures.
