Walworth County uses third party administrators in the administration of its health, dental, and worker’s compensation funds. An independent report (SSAE 16 Type 2, formerly SAS 70) is provided annually by these vendors. The County is a member of the Wisconsin Municipal Mutual Insurance Company (WMMIC) for its risk management services. Separate financial statements are available for WMMIC. The County also completes an annual incurred but not reported (IBNR) study by an outside actuary for all four (4) of its internal service funds.
F) The Reporting Entity The basic financial statements of Walworth County (County), Wisconsin, are prepared in conformity with accounting principles generally accepted in the United States of America (GAAP) as applied to governmental units. The Governmental Accounting Standards Board (GASB) is the accepted standard-setting body for establishing governmental accounting and financial reporting principles.
The County Board is governed by eleven (11) supervisors elected every two years from each of 11 supervisory districts. In accordance with GAAP, the basic financial statements are required to include the County (the primary government) and any separate component units that have a significant operational or financial relationship with the County.

We are not aware of any upcoming expected retirements or terminations in these positions. The Finance Manager-Reporting was a former governmental auditor and has been with the County for 7 years. The Comptroller has been with the County for 15 years. The Finance Director and Financial Systems Administrator have been with the County for more than 20 years.

The integrated software system includes general ledger, accounts payable, accounts receivable, purchasing, budget, payroll, human resources and capital asset modules. The County uses Caseware software 1) as an audit document manager to accumulate and organize all audit-related documents, along with 2) Caseview, to which GL balances are imported and the ACFR document is prepared. County staff verify workpaper balances match the GL amounts in Caseview and enter annotations to simplify the auditor review process.
