About this file

This is a cost proposal sheet for the Emerging Contaminants Technical Assistant Provider contract issued by the State of Utah Division of Drinking Water. The RFP seeks to establish a single-award contract with a five-year term, with vendor pricing guaranteed for a minimum of one year. The contract will provide technical assistance services related to emerging contaminants remediation, including evaluating water systems' capacity to address contaminants such as PFAS, developing planning documents and technical designs for remediation solutions, and assisting water systems with State Revolving Fund (SRF) application submissions.

Vendors must submit average hourly rates for three primary service modules: Module A (water system capacity evaluation), Module B (planning document and technical design development), and Module C (SRF funding application assistance). All rates must be inclusive of overhead, administrative costs, travel, personal protective equipment, and profit, with reimbursement on a straight-time basis at quarter-hour increments. The cost proposal is valued at 300 evaluation points. Vendors must also provide a separate price list for EPA-approved sample analysis services and may propose optional future enhancements with associated costs. Fields highlighted in yellow require completion, while fields marked "Not-Evaluated" must be completed but will not factor into the evaluation process.

Example tasks/activities: Conduct a water system review, site visit, and meet with water system personnel to assess options for remediating PFAS or other emerging contaminants from their drinking water supply. Collect raw and finished water samples to evaluate water quality parameters that may affect the remediation, planning, and design for PFAS or other emerging contaminants. Evaluate the feasibility of treatment options or alternatives (such as new source development or consolidation with another system).
