About this file
This is an Evaluation Criteria document for Williamson County, Texas, outlining the process and scoring methodology for selecting a qualified contractor to provide audiovisual system upgrades at the Williamson County Expo Events Center in Taylor, Texas. The project involves establishing a turnkey solution for AV system replacements, including new digital signage systems and centralized control systems facility-wide, with testing and potential reuse of existing components in the Pavilion and Arena. A County-appointed Evaluation Committee will conduct a comprehensive and impartial evaluation of all proposals, and respondents are explicitly prohibited from contacting or attempting to influence committee members during the evaluation process, with violations potentially resulting in disqualification.
The evaluation will be scored on a maximum of 100 points across three primary criteria: Compliance with Proposal Requirements and Completeness of Response (5 points), Relevant Experience and Qualifications (58 points—including company experience with similar projects, government agency performance, Site Superintendent professional experience, and Project Manager professional experience), and Pricing (37 points). Respondents must meet all mandatory minimum requirements to be scored. The Evaluation Committee may conduct telephone or in-person interviews with the highest-qualified respondents and may request Best and Final Offers. The committee will recommend the most advantageous proposal to the Williamson County Commissioners Court for final approval, and if negotiations with the selected respondent are unsuccessful, the County will proceed with the next highest-ranked respondent.
