About this file
This is a Non-Collusion Statement for Solicitation No. 27000830, issued by the City of Midland, Texas, in connection with a competitive Request for Proposal (RFP) for turnkey arsenic pre-treatment services. The City seeks qualified firms to provide complete treatment services for groundwater from the City-owned T-Bar Wellfield, including all professional services, permitting support, equipment, structures, piping, electrical systems, controls, instrumentation, labor, treatment media, chemicals, testing, operation, maintenance, residual management, and site restoration. The Contractor will own, operate, and maintain the treatment system throughout the contract term to ensure reliable and consistent reduction of naturally occurring arsenic before groundwater enters the City's transmission system and downstream disinfection facilities.
The Non-Collusion Statement requires that bidders certify their bid prices were developed independently without collusion, consultation, communication, or agreement with other bidders or potential bidders. Bidders must affirm that bid prices have not been disclosed to other parties and will not be disclosed before bid opening, that no attempts have been made to induce competitors to refrain from bidding or submit higher bids, and that their bid is submitted in good faith without any agreement to submit complementary or noncompetitive bids. The statement must be signed by an authorized representative of the bidding company, including printed name, company affiliation, title, and date.
