About this file

This is a Request for Information (RFI) from Argonne National Laboratory seeking a commercial-off-the-shelf (COTS) system to replace their current Prism system for managing assessments and performance improvement activities. The Prism Replacement System must support multiple data flows, protect personally identifiable information (PII), and provide comprehensive functionality including an interactive user interface, business process management, and technical integration capabilities. Key requirements include accessibility for all lab employees, personalized dashboards, role-based permissions, mobile capabilities, AI analysis, workflow-driven records, FedRamp certification, and integration with existing laboratory systems.

The RFI requires vendors to submit detailed responses by December 11, 2025, at 5:00 PM Central Time, electronically to Jack Patton at jpatton@anl.gov, referencing RFI Number 6-P124-I--05529-00. Responses should not exceed 50 pages and include company information, solution overview, technical specifications, implementation approach, and commercial terms. Argonne may invite selected vendors for a one-hour online presentation and may choose to issue a formal solicitation based on the RFI responses, though there is no guarantee of a future contract or procurement.

U. S. Department of Energy laboratory managed by UChicago Argonne, LLC

TO ALL PROSPECTIVE OFFERORS:

Subject: Request For Information (RFI) No. 6-P124-I--05529-00 – Prism Replacement System

UChicago Argonne, LLC, operator of Argonne National Laboratory, under a prime contract with the U.S.

Department of Energy (DOE), is performing a market survey to evaluate obtaining products or services which are the subject of this Request for Information (RFI). Therefore, you are invited to submit a response to this Request for Information to include marketing materials, price lists, informal proposals, and any other relevant information you deem appropriate to address your ability to provide the supplies or services. This Request for Information is for informational purposes only and will not necessarily result in a solicitation or award of a contract.

Responses may include proprietary information. Offers should indicate on the fore page, and all subsequent pages of their response to this RFI, those sections, paragraphs, or areas which they consider to be proprietary or otherwise considered confidential. Argonne assumes no liability for disclosure or use of unmarked data and may use or disclose such data for any purpose.

Argonne National Laboratory is a multi-program science and technology laboratory managed for the Department of Energy. Scientists and engineers at Argonne conduct basic and applied research and development to create scientific knowledge and technological solutions that strengthen the nation's leadership in key areas of science, increase the availability of clean, abundant energy, restore and protect the environment, and contribute to national security.

Our Prism solution serves as the tool for managing Argonne National Laboratory’s assessments program and performance improvement program. Argonne’s assessments program exists to confirm that its programs, activities, processes, and operations meet or exceed customer expectations, contractual requirements, and applicable federal, state, and local regulations. The replacement should serve assessors with planning, tracking, recording, and analyzing outcomes of assessments.

Argonne’s performance improvement processes provide an integrated framework to solve problems, drive learning, and implement improvements that elevate the quality, safety, efficiency, and effectiveness of Argonne’s research and operations. The tool should support managing, overseeing, and analyzing the following performance improvement activities: events, issues, opportunities for improvement, corrective actions, lessons learned, strengths, best practices, causal analysis, and extent of condition.

Argonne is exploring the breadth and depth of capabilities of a commercial-off-the-shelf (COTS) system to replace the current Prism system. The Prism Replacement System will be a comprehensive, centralized system that will collect, process, and manage data related to assessments and performance improvement activities. The system will be able to fully integrate with Argonne’s current applications – both commercial and custom products – and will result in the consolidation of multiple systems, thereby reducing technical debt. It will improve efficiency, facilitate reporting, and provide simplicity and transparency for users and staff.

The Prism Replacement System must ensure governance, safety, and security of identity management for people associated with the Laboratory. In addition, implementation of a new centralized system will improve the experience of all Argonne internal and external customers by providing improvements with numerous features and services that streamline the management of assessments and performance improvement activities.

The Prism Replacement System must support multiple data flows as determined by the purpose for assessments, type of access needed, and user roles. Additional algorithms will also be needed to collect and analyze data for performance improvement activities. This information is considered personal identifiable information (PII) and must be protected.

Responses should include a detailed description that addresses the following topics:

1. User Interface Requirements o Accessible by all lab employees o Interactive homepage for creating and managing records o Reliable search capabilities o Personalized and customizable dashboards o Reporting/exporting capabilities with hyperlinked unique record identifiers o Available help resources (user guides, contact information) o Easy-to-use electronic page layout format o Ability to attach files in various formats (e.g., docx, xlsx, pdf, jpg) o Role-based user access and permissions o Mobile capabilities for smartphones and tablets o Printing capabilities for records and associated attachments o AI capabilities for analysis and decision-making

2. Business Process Management Requirements o Admin rights and customization capabilities o Audit history for all data fields o Unique record identifiers for all records o Customizable email notifications and email history tracking o General record information availability (e.g., creation date, creator name) o Business process relationship capabilities for hierarchical records o Required data fields for record creation and completion o Workflow-driven records based on criteria o Migration of existing records (~50,000 records) and scalability for future growth o Restricted access for certain records o Approver functionality for managerial approval and tracking

3. Technical Requirements o FedRamp certification details o Integration capabilities with laboratory systems (e.g., ERPs, Forms, Roles/active directory) o Ability to export data to internal data lake

Offerors which have provided a response may be invited for an online presentation to provide further explanation on solution and capabilities. The online presentation shall be limited to a period of one hour, with a half hour for Argonne questions. Any presentations are expected to be held within the following two (2) months of the RFI due date.

RFI Questions Due: All questions regarding this RFI must be submitted via email on or before November 28, 2025.

RFI Responses Due: Final responses to this RFI are due by December 11, 2025, at 5:00 PM Central Time.

Submission Contact: All questions and responses should be submitted electronically to Jack Patton at jpatton@anl.gov.

Reference Number: The RFI Number 6-P124-I--05529-00 must be referenced in the subject line of all email transmittals related to this RFI.

Responses should not exceed 50 pages (excluding appendices) and should be submitted in PDF format. Include company information, solution overview, technical specifications, implementation approach, and commercial terms as outlined in the required capabilities section above.

Based on the analysis of the RFI responses, Argonne may, at its sole discretion, choose to issue a formal solicitation (such as a Request for Proposal), further refine its requirements, or pursue other alternatives. There is no guarantee that a formal solicitation will be issued as a result of this RFI, and this RFI does not commit the Laboratory to procure any products or services.
