The announcement seeks proposals from interested parties to recruit a pre-qualified candidate pool of potential contractors for professional, consultant, and support services across six OIG components. Proposals are accepted on a rolling basis throughout the fiscal year, ending September 30, 2026, with decisions on individual proposals made within approximately 30 calendar days of receipt. The OIG reserves the right to select for award all, some, or none of the proposals received.

The specific positions currently open include: Communication Specialist with the Research Insight Solution Center (RISC) at $87/hour, not-to-exceed (NTE), part-time, maximum 1,034 hours annually; Workers Compensation Surveillance Specialist (WCSS) with the Office of Investigations (OI) at $46/hour NTE for multiple field office locations nationwide; and Federal Certified Polygraph Examiner with OI at $68/hour NTE, full-time, maximum 2,080 hours annually. No positions are currently available through the Office of General Counsel, Office of Audit, Office of Chief Information Officer, or Mission Support. Proposals must include the candidate's legal name and resume, specific position titles, duty locations, evaluation criteria addressing, and proposed hourly rates or firm fixed prices that do not exceed established NTE rates. Background and security documents are not required until a contract is offered. Offerors must submit proposals electronically to fafrasiabi@uspsoig.gov or by hardcopy to the OIG headquarters in Arlington, Virginia. The OIG is not subject to Federal Acquisition Regulation (FAR) requirements or small business set-aside rules. The OIG reserves the right to award all, some or none of the proposals in response to this announcement. A formal Request for Proposal (RFP), solicitation, and/or additional information regarding this announcement will not be issued. All applicable solicitation provisions, instructions, terms and conditions are contained in this document. Specific clauses for any resultant contracts will be negotiated at contract award.
