Questions and Answers (Q&As) Solicitation Number: 6991PE24Q000003

FOR:

Laboratory Analysis Services

1. Question:

We noticed that you are requesting expedited reporting for asbestos for various materials. Can we omit this analysis from our bid? Due to the rush turnaround we think it would be best to have this coordinated directly with the lab that does offer this analysis.

Answer: The analysis of various material is required. However, the Statement of Work (SOW) has been revised to reflect a turnaround of 5 business days. The Price Sheet also has been revised to remove “expedited” from the item description.

2. Question:

We also would like to confirm if you will accept a bid from us given that we do not offer consulting services. The SOW specifies that a certified lab technician qualified to analyze and interpret sample testing results is needed, however, we do not offer this type of service.

Answer: The Suisun Bay Reserve Fleet (SBRF) is not requesting for consulting services. For clarification purposes, all references to “analyze and interpret” in the SOW has been changed to “analyze and report on”.

3. Question:

Total Coliform and E. Coli (TC&EC) for drinking water analysis has a 30 hour holding time.

Samples should be submitted Monday-Thursday by 4pm. Any samples received out of this timeframe will be returned. – Do you anticipate any samples will need to be collected on a Friday? We charge a weekend surcharge and have to check on availability if that is needed.

Where can we add this charge if it is needed? Also do you want this reported as presence absence or as an enumeration?

Answer: SBRF does not anticipate any samples to be collected on Fridays.

4. Question:

Biological Oxygen Demand (BOD) samples collected on Saturday ,Sunday, or before 10 AM on a Monday are subject to a weekend surcharge due to the 48 hour hold time. All weekend work must be pre-arranged. Do you anticipate any samples will need to be collected during these times? We charge a weekend surcharge and have to check on availability if that is needed.

Where can we add this charge if it is needed?

Answer: SBRF does not anticipate any samples to be collected during these times.

5. Question:

For PCBs the SOW says: Analyze waste (solid and liquid) for the following constituents:

Polychlorinated Biphenyls, test for PCB 1016, 1221, 1232, 1242, 1248, 1254, 1260, 6991PE24Q000004 Q&As Page 2

1262, 1268, 8082a and Total PCB’s. Our target list we do not report 1262 & 1268, is this acceptable?

Answer: The SOW has been revised to remove the section for PCBs analysis. The Price Sheet also has been revised to change the quantity of PCBs Samples to zero.

6. Question:

For Paint Waste samples the SOW says: Analyze paint waste (exfoliated, chipped, and other) samples(s) for the following constituents: CAM17: Constituents identified in Table 2. (results in μg/L) For solids will be reported in Mg/kg, is this acceptable?

Answer: This was a typo. The SOW has been revised to reflect mg/kg.

7. Question:

For table 1 metals can we use method 200.8 instead of 200.7?

Answer: No, the City of Benicia requires method 200.7. Quoters may subcontract this portion of the work to another lab if necessary.
