About this file
This is Amendment A001 to Invitation for Bids (IFB) 6982AF27B000006 for a roadway construction project issued by the Federal Highway Administration's Central Federal Lands Highway Division on October 28, 2026. The amendment revises several pages of the IFB and associated plan sheets to incorporate technical changes and clarifications. The project involves road rehabilitation, aggregate surfacing, permanent signing, and miscellaneous work on the Steve Thompson Wildlife Drive in Cameron County, Texas (Project No. TX FW LGA 10(5)), a 12.33-mile project in Laguna Atascosa National Wildlife Refuge.
Key amendments include: revising bid schedule pages to add a subexcavation pay item (A0085, Pay Item 20402-0000) for 500 cubic yards; updating specification sections for subexcavation procedures, full depth reclamation, bollard painting, turf establishment seeding, and aggregate gradation standards; modifying references in physical data documentation (changing the Aggregate Surfacing Recommendations Memorandum date from June 18 to October 27, 2026); and adding new definitions and construction requirements for Masterworks (a web-based system for daily records and submittals) and Contractor's Daily Records (CDR). The amendment also introduces Section 718.19 requiring RubberForm Recycled Products speed bumps with RF-DREA14 earth anchors for dirt/gravel road installation. Sealed bids are due November 3, 2026, at 2:00 p.m. local time, with a 10-calendar-day performance bond requirement and a mandatory 10-calendar-day performance start period following award. Bidders must acknowledge receipt of the amendment per specified procedures to avoid rejection of their offers. Offers providing less than 60 calendar days for government acceptance will be rejected.
