About this file

This is a Questions and Answers document for Invitation for Bid (IFB) #6982AF27B000006, issued by the Department of Transportation for roadway construction and maintenance work at the TX FW LGA 10(5) Steve Thompson Wildlife Drive project. The document contains 58 questions with corresponding answers addressing clarifications on technical specifications, construction requirements, and project logistics, dated October 8 through October 26, 2026.

Key project requirements include full-depth reclamation (FDR) work covering 13 miles at a 3-inch depth, aggregate surface course placement in three alternatives ranging from 7,500 to 11,500 tons at 2- to 3-inch depths, erosion and sediment control measures, and traffic management during construction. Critical clarifications address water sourcing—the contractor is fully responsible for locating, permitting, purchasing, and hauling all water, as no approved sources exist on the refuge—and soft/unstable subgrade repair procedures referenced to Amendment 001. The contractor must maintain the main entrance gate closed to the public at all times and comply with specified non-workdays, holiday closures, and youth hunt closures (January 15–17, February 26–28, March 12–14, and March 19–21, 2027). Liquidated damages are assessed at $3,300 per calendar day of delay. Additional requirements cover field office provision for exclusive Government use with no utilities available, site survey data provisions, geotechnical specifications, and FAR compliance regarding differing site conditions. The document clarifies that no phasing is required, no prime coating or asphalt binder is specified, and staffing cannot be consolidated (one person cannot serve as both Superintendent, Site Safety and Health Officer, and Quality Control Manager).
