About this file
This is a Questions and Answers document for federal contract opportunity 6982AF27B000002, OK FW TSM 10(1) NFH Entrance Road and Parking Improvements, located in Tishomingo, Oklahoma. The Q&A addresses inquiries submitted during the advertisement period from October 20 through November 5, 2026, and clarifies requirements across survey and design coordination, grading information, asphalt specifications, gate installations, curb removal, aggregate base, pavement sections, and field office requirements.
Key technical clarifications include: no existing survey control points are tied to the design; the contractor is responsible for establishing control per SCR and FP-24 section 152; grading information is contained in typical sections rather than full grading plans, with no plan revisions to be issued; vertical datum and benchmark requirements are specified in SCR and FP-24 section 152; a geotechnical report (222-418A Tishomingo Pavement Report 4-23-26) was added via Amendment A001; and existing culvert profiles are not available. Regarding bid items, A0620 consists of two 20-foot gates (40 feet total) at Route 10 with one AC-480 keypad, and A0640 is one 20-foot gate at Route 903 with one AC-480 keypad; concrete curb removal (3,100 LF) will not be replaced; parking area aggregate base is paid under A0380 Roadway Aggregate, Method 2 (250 TON); and a field office is required per FP-24 section 637.03. The government declined requests for survey-grade CAD or LandXML files, as-built survey data collection, bid deadline extension, or revised plans with full grading data.

Questions Answers 1 Do you have structural plans showing the bridge loads so I can design a helical pile for the project in Tishomingo, OK?
There are no bridges or helical piles on this project.
October 22, 2026
2 The design appears to be traced over an aerial photograph referenced to the Oklahoma State Plane coordinate system or WGS 84. Please confirm the horizontal datum, coordinate system (including zone), and units used for the design.
Refer to the C sheets in the plans and SCR 102.02A for information on the coordinate system used for design data.
3 Are there existing survey control points on the site that the design points are tied to? If so, please provide their coordinates, descriptions, and locations.
There are no existing survey control points on the project site that the design points are tied to.
4 If no control points were established before design, who is responsible for establishing them? Will the Government or the design engineer provide them, or does the contractor need to?
Refer to SCR and FP-24 section 152 for construction survey and staking requirements.
5 Superimposing design data over an aerial image that is only approximately in State Plane coordinates is not sufficient for survey and layout. Will the Government provide a survey-grade, control-based design file (for example CAD or LandXML) that can be used to stake the work?
No.
6 Will the Government or design engineer collect as-built (existing conditions) survey data on the ground, tied to established control, so the design can be accurately overlaid on the site?
No.
7 Is the engineer of record responsible for tying the design to ground control? Establishing that tie is a design engineering function, not a surveyor's function. Please confirm who will perform it.
Refer to SCR and FP-24 section 152 for construction survey and staking requirements.
8 If control points were set before design, please provide the control data and the survey that supports the design. A surveyor could then use those points to lay out the work.
There are no existing survey control points on the project site that the design points are tied to.
9 The plans do not show grades or grading information. Please provide proposed grades, finished elevations, spot elevations, contours, slopes, and cross-sections.
Refer to the typical sections in the plans for grading information.
10 What vertical datum applies (NAVD 88, for example), and what benchmark(s) should be used for elevation control?
Refer to SCR and FP-24 section 152 for construction survey and staking requirements.
11 Without grading information, no elevation data can be established for layout or staking. Will revised plans with full grading data be issued by addendum?
No.
12 Will the Government extend the bid or submission deadline until this information is provided, so the contractor can price and plan the work accurately?
No.
13 If this information cannot be provided before award, how will the Government handle costs and time for any survey control, as-built collection, or design revisions the contractor must perform?
Refer to SCR and FP-24 section 109 for measurement and payment.

14 Can an S4 64-22 insoluble ODOT approved mix design be used for the Type 1 Asphalt? If not is there a preference of an ODOT approved mix that can be used?
Refer to SCR and FP-24 section 403 for asphalt requirements.

18 Gates (Bid Schedule A0620/A0640 vs SCR 619.03(a)): The Bid Schedule lists A0620 Gate, Metal, 40 Feet Width (1 EA) and A0640 Gate, Metal, 20 Feet Width (1 EA). SCR 619.03(a) calls for (2) 20-foot Tymetal Fortress gates at the Route 10 entrance and (1) 20-foot gate at the Route 903 entrance. Please confirm A0620 is the double-leaf pair (2 x 20 ft) at Route 10 and A0640 is the single 20 ft gate at Route 903, and confirm how many HySecurity SwingSmart DCS 20 operators and AC-480 keypads are required at each entrance. Please also confirm the operators, PV panels, keypads, and engineered footings are all paid under the gate items.
A0620 consists of two 20-foot gates (40 ft total) at Route 10, and A0640 is one 20-foot gate at Route 903. One AC-480 keypad will be at each entrance. Refer to the manufacturer's recommendations for HySecurity SwingSmart DCS 20 requirements. Refer to FP-24 section 619 for gate payment information.
19 Curb removal with no new curb item (A0300): Item A0300 Removal of Curb is 3,100 LF, but the Bid Schedule has no pay item for new curb. Please confirm the existing curb is not being replaced, and say how the pavement edge is to be finished where the curb is removed (for example shoulder aggregate or topsoil/seeding).

Refer to plan sheets A5, A6 and A7 for pavement section details.
22 Field office (A0940): Please confirm a field office is required for this project, and give the minimum type and size required under
FP-24
Section 637, or say whether the CO will accept a smaller trailer.
Yes, a field office is required per the contract. Refer to FP-24 section
637.03 for minimum field office requirements.
