About this file
This is a Questions and Answers document for a federal contract solicitation, specifically the CO NP COLM 10(5) Guardrail Improvement project advertised by the Federal Highway Administration Central Federal Lands Division Office.
The document addresses three clarifications issued during the advertisement period. Question 1, dated April 28, 2026, resolves a discrepancy between the SAM.gov solicitations page and the bid schedule regarding sign systems. The original SAM.gov listing included one Solar Radar Flashing Speed Sign, but this item was removed from the RFQ and replaced with chevrons. Bidders are instructed to use the bid schedule as the authoritative source for quantities, which specifies five wood posts instead. Questions 2 and 3, dated May 1, 2026, address submission procedures: electronic bids must be submitted to cflcontracts@dot.gov, and original bid bonds must be physically mailed to the contract specialist's address at 12300 W. Dakota Avenue, Lakewood, CO 80228. The contract specialist responsible for this solicitation is Denise Martinez.

Questions and Answers during Advertisement for CO NP COLM 10(5) Guardrail Improvement
April 28, 2026
Questions Answers 1 The items listed on the Sam.gov solicitations page vary from the items in the price schedule. Sign System (Solar Radar Flashing Speed Sign) calls for 1 EA on Sam.gov.
On the bid schedule, the only sign system is wood posts, and it calls for 5 EA.
It was decided later to use chevrons instead of the solar radar sign, so that was removed from the RFQ. Use the bid schedule.

Questions Answers 2 I wanted to confirm that electronic bids should be submitted to cflcontracts@dot.gov.
Yes, electronic bids are to be submitted to cflcontracts@dot.gov.
3 Could you also please clarify whether the bid bond needs to be physically mailed or if an electronic submission will suffice? If mailing the bid bond is required, I would appreciate it if you could provide the correct address for sending it.
Bid bonds must be originals sent to the address listed on page A-1, Box 8:
Denise Martinez, Contract Specialist Federal Highway Administration Central Federal Lands Division Office 12300 W. Dakota Avenue Lakewood, CO 80228
