About this file

This document is a Questions and Answers (Q&A) file for Solicitation No. 6982AF26Q000002 for Laboratory Equipment Inspection, Calibration, and Repair Services. The solicitation covers laboratory equipment maintenance for twelve (12) CFLHD and nine (9) WFLHD trailers across a 19-state region. Key requirements include on-site repairs using OEM parts, with all stainless steel weights requiring accredited calibration. Subcontracting is permitted for specialized repairs, but the prime contractor remains fully responsible for contract performance. Travel and deployment details reveal no fixed patterns, with CFLHD deploying an average of three trailers per year and WFL deploying five trailers annually. Travel reimbursement is subject to GSA rates, with travel beyond 50 miles from the contractor's primary business address eligible for compensation, and premium travel costs requiring advance government approval.

Solicitation No.: 6982AF26Q000002 Project Name: LABORATORY EQUIPMENTINSPECTION, CALIBRATION AND REPAIR SERVICES

# Question Answer 1 Gyratory molds - Number of molds in each trailer. Two (2) 2 Mechanical compactor molds - Number of molds in each trailer. Two (2) 3 Manual compaction molds - Number of molds in each trailer. Two (2) 4 Fine and coarse sieves - Number of sieves in each trailer. The number of sieves varies by trailer.

5 Thermometers - Number of thermometers in each trailer. The number of thermometers varies by trailer.

6 Timers - Number of timers in each trailer. The number of timers varies by trailer.

7 Stainless steel weights - Are they requiring accredited calibration or verification?

Yes. Stainless steel weights require accredited calibration and/or verification.

8 Do repairs performed but not requiring calibration fall outside the accreditation requirement?

Yes. Repairs that do not require calibration are not required to be performed under an accredited scope.

9 Is subcontracting is allowed for specialized repairs? Yes. Subcontracting is permitted for specialized repairs. However, the prime contractor remains fully responsible for overall contract performance, compliance with contract requirements, and management of subcontracted work. The Government will communicate only with the prime contractor and will hold the prime contractor solely responsible for contract performance.

10 Must all repairs be performed on-site, or can equipment be removed and repaired in the contractor’s facility?

All repairs must be performed on-site at the equipment’s field location. Removal of equipment from the field location for off-site repair at the contractor’s facility or any other location is not permitted.

11 Are OEM parts required? Will the offeror be required to source parts or is an inventory available?

Yes. OEM parts are required. The contractor is responsible for sourcing and providing all necessary OEM parts. The Government will not provide any parts or inventory.

12 Must every item in Appendices A & B be covered explicitly in the accreditation scope?

Yes. All items listed in Appendices A and B must be explicitly covered within the contractor’s accredited scope.

13 If subcontractors have accredited scope for specialized equipment, is subcontracting permitted?

Refer to Question #9.

14 What is the number of the CFLHD trailers? Twelve (12) 15 What is the number of WFLHD trailers? Nine (9) 16 Are there historical trailer deployment patterns or anticipated call order volumes to better estimate costs and staffing?

There are no fixed deployment patterns. Trailer locations are based on construction contractor requests for Government trailers. Over the past eight (8) years, CFLHD has deployed an average of three (3) trailers per year, and WFL has deployed an average of five (5) trailers per year.

17 Are there typical project cluster locations within the 19-state region? There are no typical or recurring project cluster locations within the 19-state region.

18 Have call orders ever historically required simultaneous multi-state deployment? (since emergency visits may require two teams).

Simultaneous multi-state deployments are not common; however, they are possible, particularly in emergency situations.

19 It will be impossible to estimate travel fees without knowing the exact location of the trailers on a job site - Does the contract intend to clarify locations with specificity?

Locations cannot be specified at this time. Travel and M&IE rates are established annually by GSA and cannot be pre-estimated at the field level. Exact trailer locations will be provided with each individual call order.

20 What constitutes “on-site within one day” in Alaska or remote areas— arrival in region or at trailer?

Arrival at trailer.

21 Does the Government reimburse premium travel costs needed to meet emergency deadlines, even if these exceed GSA stated rate tables?

Premium travel costs may be reimbursed only if approved in advance by the Government. Reimbursement must be supported with receipt documentation. Costs incurred without prior approval are the contractor’s responsibility.

22 Can the government clarify the definition of “main place of performance” for the 50-mile local travel exclusion.

The “main place of performance” is the Offeror’s primary business address; travel and per diem apply only for work more than 50 miles away, and travel within 50 miles is not reimbursable.
