The document is a Questions and Answers file for the ND FLAP SDN 7NE(1) Hoffer Lake project, received on November 5 and 11, 2025. The Q&A covers critical project details including contractor requirements for personnel, biological monitoring, site conditions, and administrative procedures. Key points include: the contractor must provide a biologist for pre-construction nest surveys during nesting season, materials require testing, a Stormwater Pollution Prevention Plan (SWPPP) is mandatory, and no flaggers will be required for road work. The document clarifies that costs for certain activities like culvert placement and biological monitoring should be considered incidental to the work or covered under "Special Labor, Hired Technical Services". Amendment acknowledgment can be submitted via email, and contractors should refer to specific sections of the FP-24 and SCR's for detailed requirements.
