About this file

This is a pre-bid presentation PowerPoint for the UT FLAP WEB 10(1) Causey Reservoir Access project, a Federal Highway Administration (FHWA) Central Federal Lands Highway Division contract. The project involves road reconstruction and infrastructure improvements in Weber County, Utah, focusing on Causey Road, Wheat Grass Canyon Road, and Skull Crack Road. The solicitation is a full and open competition with a HUBZone price preference, with a bid opening scheduled for November 18, 2025 at 2:00 PM MDT.

The project scope includes four primary components: Schedule A (0.65 miles of road reconstruction with intersection improvements and mechanically stabilized earth walls), Option X (Beaver Creek structure replacement), Option Y (0.56 miles of road improvements on Skull Crack Road), and Option Z (1.39 miles of road rehabilitation on Causey Road). Key project objectives include improving safety, sight distance, road geometry, drainage, and environmental compliance. Contractors must submit prices for all schedules and options, with the contract award going to the lowest responsible bidder. The project has a contract completion date of October 21, 2027, with no ground-disturbing work permitted prior to April 27, 2026.

Project Introduction: Location

US Department of Transportation | Federal Highway Administration | Central Federal Lands Highway Division

Project Introduction: Purpose & Need Modernize the corridor to meet current safety, environmental, and durability standards while preserving recreational access.

Need:

Safety: Improve sight distance, geometrics, and pavement to reduce crashes.

Ride quality & predictability: Create a consistent, comfortable corridor.

Infrastructure: Upgrade drainage, culverts, roadway integrity, and construct walls to provide a consistent corridor along Wheat Grass Canyon Road.

Environmental: Improve aquatic organism passage and environmental compliance.

Asset longevity: Extend service life and reduce long-term maintenance.

US Department of Transportation | Federal Highway Administration | Central Federal Lands Highway Division

Schedule A Scope Details

Causey Road Reconstruction (Red): Three-way intersection improvements: Causey Road will be realigned to change the through movement traffic pattern to Causey Dam Overlook Road instead of Wheat Grass Canyon Road. This realignment would improve the sight distance, promote travel across the dam, and produce on-site material.

Wheat Grass Canyon Road Reconstruction (Orange): Proposed improvements for the first 0.46-miles will provide a 22-foot width through the paved areas and 5 (five) mechanically stabilized earth (MSE) walls (ranging from 9 to 19 feet tall) are required to provide a full two-lane roadway width at locations of severe outboard slope erosion. The proposed improvements will enhance driver safety, expectations, and ride quality by addressing existing conditions where the roadway transitions from two lanes to one and where pavement and aggregate surfaces vary.

Option X Scope Details

Beaver Creek is conveyed through Causey Road via a bridge, 30-feet wide by 18-feet long, with a 7-ft tall concrete frame structure. The existing roadway width is 20-feet. The existing structure is approximately 50 years old and is located on Causey Road outside the forest. Bridge railings are functionally obsolete. Proposed improvements will replace the bridge with a 36-feet long, 22-feet span precast reinforced concrete three-sided culvert with precast reinforced concrete headwalls and wingwalls. Concrete seals will be required due to depth of foundations below water table.

Proposed crossing replacement will be a 3-sided prefabricated structure.

Shallow foundation design bearing on soil: Bearing capacity of soil and design parameters for earth pressures to aid in wingwall design are detailed in the geotechnical report.

One 3-week closure will be permitted between early September and mid-October or mid-November through late February. Road closures are to be coordinated with Bureau of Reclamation and Weber Basin Authority to ensure Causey Dam is accessible.

US Department of Transportation | Federal Highway Administration | Central Federal Lands Highway Division

Option Y Scope Details Skull Crack Road is currently aggregate surface and will be reconstructed to have consistent 22-foot typical section.

Minor roadway geometric improvements are needed to meet current design and safety standards.

The existing deteriorated 72-inch corrugated metal pipe is to be replaced with 12-ft span by 8-ft rise, concrete box culvert.

Project Introduction: Option Z Scope Details

Proposed improvements for Causey Road include rehabilitation of the existing roadway to provide 1.46 miles of 22-foot uniform paved roadway width to address deteriorated pavement. Culverts and guardrails will be replaced where necessary, and ditches will be rehabilitated where feasible.

Section 5: Beaver Creek Section 6: Additional Considerations Major Drainage Culvert Cross Sections Embankment Protection Ditches Section 7: Recommendations Entrance treatment Outlet Protection

US Department of Transportation | Federal Highway Administration | Central Federal Lands Highway Division

Hydraulics Considerations All minor drainage structures will either be HDPE or concrete pipe. CMP culverts are not to be installed due to corrosive soils in the area.

Turf reinforcement mat has been specified for culverts discharging on slopes steeper than 1V:2H.

The major crossings at 107+03 (Beaver Creek) and 329+53 are both designed with aquatic organism passage (AOP) considerations. Streambed material will be required to install a low flow channel within each structure.

Due to the structure at 107+03 being an open bottom structure, foundations must be placed below the scour depths specified in project plans.

Along the northeast side of the 107+03 crossing, embankment protection is to be placed, tying into structure wingwall
