16 Schedule A has only 155 SY of roadway obliteration. This appears to be the polygon shown on Sheet C4 and does not seem to include all of the abandoned asphalt (the section that is being bypassed with the new road). What is required of the old roadway? Is it acceptable to leave as is and bury with excavated material from the new road alignment?

Prepare the foundation for embankment construction over an existing asphalt, concrete, or gravel road surface per FP-14 Subsection 204.09 (b).

17 Is pavement removal incidental to the roadway excavation bid item (Sheet B10) and will it be acceptable to leave current base intact?

Pavement removal is included in the roadway excavation bid item. See Grading summary. Prepare the foundation for embankment construction over an existing asphalt, concrete, or gravel road surface per FP-14 Subsection 204.09(b).

If they meet minimum dimension and placement requirements as shown on plan sheet G7, they may be used.

23 There appears to be some inconsistencies in the "Special Labor, Hired Technical Services" in the bid schedules. In some cases, it is listed as an hourly unit and sometimes as a lump sum unit.

Please clarify this.

The Special Labor, Hired Technical Services in Schedule A should have a descriptor for Biologist, refer to Amendment A001 Bid Schedule. The Special Labor, Hired Technical Services, Biologist pay items are a lump sum unit price.

No, the solicitation and bid opening are proceeding as indicated on sam.gov.

29 Traffic Signal Control (Sheet W-7): Plan sheet W-7 shows a traffic control plan for signals; however, there is no corresponding pay item in the bid schedule. How is this work intended to be paid?

No traffic signal will be used. W7 sheet will be removed from the plan set. Refer to Amendment A001.

31 MSE Wall Callouts (Wheat Grass): The plans do not appear to show callouts for the boxes at the beginning and end of each MSE wall on Wheat Grass. What are these boxes referring to?

The boxes represent riprap aprons. Refer to Amendment A001, plan sheets G1-G5.

32 Are there minimum and maximum step requirements at the bottom of the MSE walls?

Profile view of wall typical section added to G9 with call outs for minimum widths and maximum heights within steps. Refer to Amendment A001 plan sheet G9 and SCR Subsection 255.04.

33 In reviewing the Skull Crack Road files, it appears that part of the road we are given finish grade, another part we are given base course grade and another part we are given subgrade. I wanted to see if it’s possible to get the whole road surface grade, with design break lines as provided elsewhere on the project?

New Physical Data Files named “Physical Data 10.24.2025.zip” have been uploaded to sam.gov. The original subgrade, finished grade and road surface grade xml files were not correct.

34 Are concrete panel and SMRU the only MSE wall facing options allowed?

Segmental retaining wall units and concrete panels are the only wall facing options allowed. Refer to Amendment A001, SCR Subsection 257.01.

35 Is there a color requirement for the MSE wall face?

See SCR Subsections 257.03 & 257.04 (h). Contractor to submit color options for CO review and approval. Color wall facing material to match the existing terrain.

36 Is the galvanized guardrail required to be “painted” using a weathering agent?

No.

Refer to Amendment A001, SCR Subsections 203.05 and 204.

38 On the project, could you please clarify the designated water source locations that the contractor is required to use for dust control and embankment moisture?

39 Additionally, are there any restrictions or limitations on the volume of water that may be used per day for these purposes?

40 We are submitting for our bid bond, and I am not seeing any detailed specs regarding the warranty/correction period for the project. Could you please provide clarification on this?

There are no warranties for the project

41 Also, I am not seeing a percentage for the pay retention on the project. Please advise.

Please view the payment section for each individual item and Section 109 in the SCR’s and the FP-14 for information regarding how each item is paid and any retainage.

42 Can a wire-faced MSE wall, without a concrete front panel, be considered acceptable if the exposed face is painted or stained to visually match the surrounding landscape? We would appreciate clarification on whether this alternative finish would meet the aesthetic and functional requirements of the project, assuming it achieves a comparable visual result to a concrete-faced wall.

Segmental retaining wall units and concrete panels are the only wall facing options allowed. Refer to Amendment A001, SCR Subsection 257.01.

43 The project documents for the MSE wall state that the "Color of wall is to match the surroundings." However, no specific color or reference sample has been provided. Given that the amount and type of dye required to achieve a particular color can significantly affect the cost of concrete, can you please clarify the following:

• Is there a specific color code, sample, or standard that the MSE wall is expected to match?

• A specific color sample or code (e.g., Federal Standard, RAL, or Pantone)

SCR Subsections 255.03 and 257.03 require the contractor to submit color options for three wall facings for CO review and approval. No specific color is required.

44 Will the contractor have to pay for water used on the project?

Watering for Dust Control will be paid under item 15802-0000 for Schedule A, Option Y, and Option Z. Water used for embankment moisture or other uses is incidental to each particular item of work.

45 • Upon review, FP-14 Section 105 does not address water usage for the project. This section pertains solely to materials and does not contain any provisions or definitions related to water usage.

• It appears the intent may be to indicate that water is not available on-site for the contractor to draw from local sources (such as a stream or reservoir). If that is the case, this restriction should be clearly stated, as it significantly impacts how contractors plan and price their work— particularly regarding the need to haul water to the project site.

• To ensure consistency and fairness in bidding, I would like to request that FHWA CFL provide a clear definition or statement regarding water availability and usage under Section 105. This will help ensure all contractors base their bids on the same assumptions and requirements.

Please refer specifically to FP-14 Subsection 105.02(c), Section 158, and Subsection 725.01(c). CFLHD is not providing a water source, the Contractor is to source the water.
