About this file

This document is a Questions and Answers (Q&A) file for the AZ FLAP PIM FR510(1) Sabino Canyon Park Road federal contract (Solicitation Number 6982AF25B000006), dated August 22, 2025. The Q&A covers multiple technical and procedural aspects of the project, including construction water sourcing, hydro-seeding specifications, concrete placement requirements, and work restrictions. Key details include contractor responsibilities for identifying construction water sources, hydro-seeding application specifications (including 2,000 pounds of wood fiber mulch per acre, 300 pounds of 16-2-0 fertilizer per acre, and 300-400 pounds of ADOT Compost per acre), and specific environmental constraints.

Notable project constraints include Mexican Spotted Owl habitat restrictions, limitations on stream work (only placing riprap is authorized with temporary impacts), and specific requirements for gabion wall installation near Sabino Creek. The contract anticipates a Notice to Proceed typically 30 days after bid opening and 14 days after award, with no organized site visit. Additional technical specifications address weathering agents for cut slopes and galvanized surfaces, RCP pipe class determination, and kiosk installation details. The project requires adherence to multiple Federal Highway Administration (FLAH) standard specifications and special contract requirements (SCR).

QuesƟons and Answers August 22, 2025

QuesƟons Answers

RECEIVED 8/11/2025

1. Michael Stanley with Mt. Lemmon Water

District was contacted and Nathan returned the call staƟng that Stage 3 Water restricƟons are in place and construcƟon water is not available. Will it be possible to pull construcƟon water from Rose

Canyon Lake?

Contractor responsible for idenƟfying construcƟon water source.

2. Item Number A0520 GABIONS is paid by the square foot. FP-14 253.10, " When measuring gabions by the cubic yard (cubic meter), measure in the structure. Measure foundaƟon fill under SecƟon 208." The bid schedule does not have a line item for 208

Structural excavaƟon and backfill. Please define the measurement for Gabions? Is it the front face of the wall excluding fooƟngs or including fooƟngs? If it excludes, are fooƟngs incidental or to be paid under another item?

A0520 Gabions is to be paid as stated in secƟon 253.10 of the FP-14. In situaƟons where there is lack of a pay item, all work associated with A0520 should be considered incidental with all aspects of inspecƟon and tesƟng requirements to be met.

In addiƟon, the pay item for gabions is by square foot intenƟonally as the width of foundaƟon grading and granular backfill is based on the boƩom gabion dimensions which will be up to the contractor and their design. The area provided excludes the fooƟngs.

3. Currently lead Ɵmes on CXT vault restrooms are 120 - 150 days. Assuming the contract is awarded September 18th and restrooms are submiƩed and approved by

October 18th. 150 days puts delivery on

March 17th. This only allows 34 working days to install the restrooms and all surrounding work. Can the contract compleƟon date be pushed into June.

To be coordinated with CO. Current restricƟons to Mexican SpoƩed Owl habit could conflict with contract compleƟon date extension.

4. Please confirm for concrete placements using a hydraƟon stabilizer admixture that FP-

14 552.03 (I) (3) "maximum allowable design discharge Ɵme is 3½ hours," will not apply.

Bid as adverƟsed. FP-14 552.03(I)(3) will apply on this contract. The project is not that remote. 1.5 hours from Tucson. The 3.5-hour discharge Ɵme should not be a problem.

QuesƟons and Answers

That the manufacturer's recommendaƟon on delay will apply.

5. 566.11 Acceptance. "For the sculpted shotcrete, upon approval of shop drawings, construct a 48 inch x 48 inch architectural shotcrete mockup panel for approval. Contact

CO a minimum 48 hours prior to inspecƟon."

Can these test panels be constructed at a contractor yard in Tucson?

Time and locaƟon to be discussed and agreed upon by Contractor and CO or CO’s on-site representaƟve.

6. Hydro-seeding QuesƟons:

1. A1400/ 62510-2000 Seeding Hydraulic

Method 2.10-acre area

2. A1420/ 62515-3000 Mulching

Hydraulic Method, Bonded fiber matrix 2.10 – acre area

Are they looking for a price for both types of applicaƟons? To determine which one to go with? Or Will We be performing both applicaƟons? Meaning will seeding Hydraulic method then go back and Hydraulic mulching a second applicaƟon over the first applicaƟon?

3. I do not see any seeding specificaƟons regarding

. What type of ferƟlizer if any to be used and the applicaƟon rate . How many pounds of wood fiber mulch per acre area . How many pounds of fiber matrix per acre area . How many pounds of ADOT Compost mix per acre if any . Will there be any lime applicaƟon? If so, how many pounds per acre area

Here Is a standard applicaƟon mix

Answer for 1 & 2: Yes. They should price applicaƟons for both seeding and mulching.

Answer for 3: Perform seeding hydraulic method to meet the requirements of FP-14

625.07 and 713.04, 625 and SCR 713.04 and

625. Perform mulching hydraulic method, bonded fiber matrix to meet the requirements of FP-14 625.08 and SCR

713.05 (g)

QuesƟons and Answers

. Wood fiber mulch 2,000 pound per acre area . 16-2-0 ferƟlizer 300 pounds per acre area . ADOT Compost 300-400 pounds per acre area . Lime at 300 pounds per acre area

7. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

Follow specificaƟon FP-14 secƟon 153.02(a)(1).

8. Can the period of performance be extended aŌer award once the material/equipment lead Ɵmes are confirmed due to current market condiƟons for the equipment for this project?

Refer to FAR Clause 52.249-14 Excusable Delays

16. Is there an anƟcipated start date? The CO will issue a NoƟce to Proceed – Typically 30 days between bid opening and award and 14 days between award and NTP.

**Subject to change.

17. Is tesƟng required? Refer to SCR’s for tesƟng requirements

18. Is an SWPPP required? Refer SCR 157

19. Is silt fencing required along each side of the roadway?

QuesƟons and Answers

20. Please further define line A1340 62302-

1000 SPECIAL LABOR, HIRED TECHNICAL

SERVICES from the pricing schedule.

Intent of the line item is to be used for labor necessary to perform work outside that which is framed by the contract documents.

Use of this line item must be discussed and confirmed with the CO prior to its use.

21. What in-water work window, access constraints, dewatering/flow-bypass measures, and BMPs apply to construcƟng the gabion wall adjacent to Sabino Creek?

1. The only PCN authorized acƟvity is placing rip rap as permanent impacts in the stream. That is allowed and equipment that makes temporary impacts can be used to place riprap. Work should occur during low flow season.

2. All impacts to the stream during rip rap placement must be completely restored.

3. No acƟvity is authorized in the stream regarding gabion wall installaƟon – so no stream work is permiƩed in the stream during wall placement.

4. No acƟvity is authorized like stream diversions or bypasses.

5. No acƟvity is authorized for stream dewatering.

22. Are archaeological services required for this project? If so, is the contractor required to provide these?

No

23. Please provide details for the Kiosk that is required. Is this to be government furnished/ contractor installed?

Is this a pre fabricated item?

Refer SCR 646.05 and 713.22 and Kiosk Plan Details
