About this file

This document is a Questions and Answers (Q&A) file for the AZ FLAP PIM FR510(1) Sabino Canyon Park Road project, dated August 18, 2025. The Q&A addresses 23 technical and procedural inquiries from potential contractors, covering topics such as construction water sources, gabion wall measurements, hydro-seeding specifications, project phasing, and work constraints. Key details include a potential contract award in September 2025, a Notice to Proceed typically issued 30-44 days after bid opening, and specific environmental restrictions, such as limitations on stream work during gabion wall installation and considerations for Mexican Spotted Owl habitat. The document provides guidance on various technical specifications, including concrete placement, restroom installation timelines, and hydro-seeding requirements, with references to specific federal specifications (FP-14 and SCR sections) for detailed compliance.

1. Michael Stanley with Mt. Lemmon Water District was contacted and Nathan returned the call stating that Stage 3 Water restrictions are in place and construction water is not available. Will it be possible to pull construction water from Rose Canyon Lake?

Contractor responsible for identifying construction water source.

2. Item Number A0520 GABIONS is paid by the square foot. FP-14 253.10, " When measuring gabions by the cubic yard (cubic meter), measure in the structure. Measure foundation fill under Section 208." The bid schedule does not have a line item for 208 Structural excavation and backfill. Please define the measurement for Gabions? Is it the front face of the wall excluding footings or including footings? If it excludes, are footings incidental or to be paid under another item?

A0520 Gabions is to be paid as stated in section 253.10 of the FP-14. In situations where there is lack of a pay item, all work associated with A0520 should be considered incidental with all aspects of inspection and testing requirements to be met.

In addition, the pay item for gabions is by square foot intentionally as the width of foundation grading and granular backfill is based on the bottom gabion dimensions which will be up to the contractor and their design. The area provided excludes the footings.

3. Currently lead times on CXT vault restrooms are 120 - 150 days. Assuming the contract is awarded September 18th and restrooms are submitted and approved by October 18th. 150 days puts delivery on March 17th. This only allows 34 working days to install the restrooms and all surrounding work. Can the contract completion date be pushed into June.

To be coordinated with CO. Current restrictions to Mexican Spotted Owl habit could conflict with contract completion date extension.

4. Please confirm for concrete placements using a hydration stabilizer admixture that FP- 14 552.03 (I) (3) "maximum allowable design discharge time is 3½ hours," will not apply.

Bid as advertised. FP-14 552.03(I)(3) will apply on this contract. The project is not that remote. 1.5 hours from Tucson. The 3.5-hour discharge time should not be a problem.
