PART III
SCOPE OF WORK
Project Name: CA FLAP SR89(3) Lassen Peak Highway
Project Description/Location. The project consists of geotechnical drilling for 4.4 miles of the paved State Route 89 (SR 89) from its intersection with State Route 36 (SR 36) on the south to Lassen Volcanic National Park on the north in Tehama County, California (see map below).
Scope of Work:
General: The road is located in mountainous terrain with pavement widths varying between 22 and 25 feet. The drilling sites are accessible for a truck mounted drill rig. The pavement is in fair condition with transverse, block, and fatigue cracking, in addition to, potholes and asphalt patches. Road maintenance has consisted of asphalt patching, crack sealing, and asphalt overlays.
Using ground penetrating radar, Caltrans found the existing asphalt thicknesses to range between 8 and 9 inches. The existing road conditions are shown in the photos below.
Drilling Needs & Equipment: The drilling to consist of eighteen shallow borings up to 5-foot deep or until refusal. Equipment needs include a truck mounted drill rig with an 8 inch outside diameter auger. The soils beneath the road are believed to consist of silty, clayey sand with gravel and cobbles. Borings may encounter boulders and bedrock. Rock coring is not required.
Borings shall be backfilled with excess cuttings and compacted. A two-man drill crew is anticipated. Shallow borings are intended to penetrate through the existing pavement structural section and into the underlying material for the purpose of gathering bulk subgrade samples (70- 100 lbs. each). It is estimated that the shallow borings will be on 0.30 mile increments or as marked. The asphalt pavement restoration to consist of at least 5 inches of compacted cold patch.
Traffic Control: SR 89 is a Caltrans operated and maintained state highway through mountainous terrain. The highway’s current two-way ADT is approximately 1,000 vehicles per day. The drilling company is responsible for obtaining traffic control services, including a traffic control plan approved by Caltrans and FHWA-CFL. Traffic control personnel shall be certified by the American Traffic Safety Services Association (ATSSA), the National Safety Council, or Caltrans. The traffic control equipment, including advanced warning signs, paddles, cones, and other traffic control devices, shall be in accordance with the MUTCD.
Working Hours & Wages: It is anticipated that the work will take a maximum of ten hours to complete; one day of drilling. Drilling work may occur any time from ½ hour after sunrise to ½ hour prior to dusk. Davis Bacon wages are not applicable as this is a service contract.
Other: FHWA personnel will mark the borings with white paint. Utility locates will be coordinated and provided by FHWA in advance. The drilling company may be required to call in duplicate utility locates. FHWA personnel will log the samples and transport the sample buckets to a shipping location. The drilling company to provide ten 5-gallon buckets with lids for the subgrade samples.
Quote Format: Please provide a quote formatted as follows.
1. Mobilization/demobilization of drill rig and crew (mileage based).
2. 10 hours for drilling 18 shallow borings with 2-person drill crew (at hourly rate).
3. Asphalt pavement restoration for 18 borings (per each).
4. Traffic control crew mobilization/demobilization incl. equipment (lump sum).
5. Traffic control plan (lump sum).
6. 10 hours for traffic control crew (at hourly rate).
7. Per Diem for drill crew and traffic control crew; (based on GSA CONUS rate for September 2024).
