Questions and Answers during Advertisement for NV FLAP 500(1) Red Rock Trail

December 20, 2024

Questions Answers 1 For Pay Item 15401-000, Contractor testing, bidders must provide prices for both Contractor Testing using a Contractor-furnished field laboratory and, as an alternative, using a Government-furnished field laboratory.

If a Contractor employs a quality control testing firm with a laboratory located in the Las Vegas Valley, may that firm’s office laboratory be used in place of the contractor-furnished field laboratory? The project end is approximately 3 miles from Las Vegas, Clark County, Nevada.

See language in Subsection 154.04B Field Laboratory (Contractor-Furnished).

2 Please advise if it is required the Prime contractor be a Small Business (for NACIS 237310) to bid this project.

Yes, the prime contractor is required to be a Small Business. Please reference Sheet A-ii of the solicitation under Representations and Certifications for the small business size standard.

3 For the “ROLLED EROSION CONTROL PRODUCT” items, there are several different types specified under 713-3. I could not find clarification on the plans as to which type they want.

See Amendment 001

4 I see Class 1 Geotextile lining under the rock sections, but there is no bid item for this, will one be added?

See FP-14 Subsection 109.05

5 As for Appendix “I”, the Contractor cannot bid anything on weed management or noxious weeds unless you have the Plan completed prior to bid. If not, we can bid the cost to complete preparing the Plan, but the implementation work within the Plan will need to be done on T&M, change order and etc., as there is no way to bid the work without the Plan, please advise.

See Section 107 of the SCR’s.

6 All NDOT permits will be needed prior to bid in order to bid the work within them. If not, there is nothing we can bid until after award when the permits are procured, but the work will need to be

See Section 107 of the SCR’s.

done on T&M, change order and etc., as there is no way to bid the work without the permit, please advise.

7 Is there a 401 certificate, 404 permit and working in waterways permit available for bidding purposes? The Contractor cannot bid anything within these until the permits are procured and will need to be done on T&M, change order and etc., as there is no way to bid the work without the information, please advise.

No, there is no 401 permit, see Section 107 of the SCR’s.

8 I cannot see where you have addressed final stabilization within the bid documents. Our current regulations state you must cover all exposed soils with permanent final stabilization and must be a design element of the project. Can you please review all areas that will not be covered and come up with a permanent final stabilization measure we can bid otherwise the NDEP & DAQ permits will not be closed out.

Please bid as shown in the plans.

9 Bid items for seeding and mulching are not allowed as permanent final stabilization measures, please contact NDEP and CCDAQ for current regulations before bidding this project.

10 On Page E-16, it shows a completion date of 3/30/2026, when is the anticipated NTP going to be so we know how to bid the correct time into the job?

The Government has 60 days to award after bid opening plus, 10 days for review and approval of the performance and payment bonds. Once bonds are approved, NTP is issued.

11 On Page A6 of the Plans, there is only one small staging area shown near Station 685+00.00. This will not be near enough staging room for equipment, personnel, project materials, bridge materials, topsoil stockpile & etc. Can you please let us know what other areas we can use for this project to stage on?

See Subsection 105.04 of the SCR’s

12 It appears the staging area parking lot you have on the plans gets the seed & mulch at the end of the project. New regulation by NDEP & CCDAQ do not allow this on staging areas, they must be covered with clean rock, paving, concrete & etc.

The seed & mulch items are not allowed on any surfaces any longer per the new regulations. I would suggest calling the two agencies mentioned above to get the current regulations for final stabilization of projects or there could be a massive change order at the end of the project. These decisions also how the grading is completed to accept the product you end up using if different then seed & mulch.

13 Suggestion, due to the amount of traffic on SR 159, the high rate of speed of the said traffic on the route, the massive amount of public bike/walking/jogging traffic on this job side of the roadway, the very close distance between these traffic concerns and the work area, LVP is suggesting to FHWA (through amendment) to make the use of temporary portable precast concrete barrier rail to separate the work zone from the traffic be mandatory for these major safety concerns for the entire distance of the Trail and Option X work. The traffic plans in the plan set does not mention the use of any temporary barrier rail for this project.

See Section 156 and 635 of the SCR’s and FP-14.

14 The Federal Wage decision does not contain a classification for flagger.

Can you please send this out for our use to bid the job?

A Traffic Control Person wage is provided within the Federal Wage Decision. Traffic Control Person includes Flaggers.

15 Could you specify the Rolled Erosion to be used?

16 Is it possible to push this bid by 2 weeks due to the holiday. With Christmas and New Years being on Wednesday many companies are closed for the week. Many will be returning to work on January 2nd.

Proposals will need to be mailed out on Friday, January 3rd to ensure arrival by 2:00 PM on Tuesday January 7th. This does not allow alot of time to qualify bids, prior to submitting the proposal.

17 The pedestrian rail appears to be required on the entire length of each side of the bridge and wingwalls. This is deducted from the quantity shown on plans sheet S2 and as indicated on S9. We do not find sufficient details on how to construct the transition from bridge to wingwall.

Can more details be provided on how to address the offset of the wingwall to the abutment cheek wall, pedestrian rail anchors on the wingwall, expansion/contraction devices/details between the wingwall and the bridge, and minimum post/transition requirements between the bridge and wingwalls?

See Section C-C on sheet S12 and railing at joint detail on S22.

18 The plans S series sheet use the abbreviations HACP and UHPC. We find abbreviation definition for UHCP as Ultra-High Performance Concrete. Plans indicate UHPC is required for longitudinal keyway fill between the girders and for the link slab at the pier; HACP is required for the deck overlay. We find material specification requirements of UHPC on plans sheet S2 and in SCR Section 585, however we find no definition or material specification requirements for HACP. We find bid item A0820 for UHPC but none for HACP.

Can more information be provided for the HACP?

HACP is Hot Asphalt Concrete Pavement bid item 40301-0100. UHPC is Ultra-High Performance Concrete bid item 58502-0000.

19 SCR Section 585 addresses the UHPC required for the construction of components of the pedestrian bridge. Sub-Section 585.15 requires a test section to be completed 30 days prior to production. This 30 day preceding requirement, along with other predecessor requirements such as placement plan and technical representative could stress the project schedule and the contract time allocated. It is not clear what the test section consists of.

Can more information be provided on the test section requirements, such as does it need to be a portion of the final product or a mockup simulation of the final product?

See Section 585.15 Test Section on page E-51 and E-52 of the SCR’s for test section requirements.

20 Attached is the form that needs to be filled out and sent in for the correct Flagger classification per my question email below on 12/11/24.

Can you please get this submitted and change the classification in an amendment?

No, see response to question 14.
