Questions and Answers during Advertisement for NM FS 141(1) South Fork Negrito Creek Bridge

August 06, 2024

Questions Answers 1 Due to the elevation and location of the project, are there any provisions that will be allowed for additional days if the snowfall has not melted and we cannot get access to the site by May 12, 2025. Being very familiar with the area, there we several projects that we could access until the middle to the late end of June.

Mobilization to the site was assumed during late May into early June. The contract completion date was established based on those dates. The contract requirements allow earlier mobilization if favorable season conditions exist. Additional days may be provided if conditions do not allow mobilization as assumed, refer to Subsection 108.03 of the FP-14.

2 Since our onsite time is limited to the end of September, we would like to start the production of the bridge structure offsite, probably sometime in March, to meet the completion date. Will we be able to bill for a portion of the cost of materials for the bridge construction, submittals and partial mobilization?

A Notice to Proceed is anticipated for September 2024, the latest date for NTP is September 16, 2024 in FAR Clause 52.211-10. The intent of this schedule is to provide bridge submittal, review, and fabrication time.

Yes, you may bill in accordance with FAR 52.232-5 Payments under Fixed-Price Construction Contracts, and Subsection 109.08(f) Partial payments of the SCR’s.

3 Can you please provide me with the magnitude of the project mentioned in the solicitation?

The price range of the work is between $2 million and $5 million. Please reference page A-3 of the solicitation.

4 I was reading the South Fork Negrito Creek Bridge construction specs to find A775 is specified as a corrosion-resistant rebar.

NMDOT is only using A1094 GalvaBar or ASTM A1035 ChromX.

The price A1094 is very close to A775. It is hard to find A775 in NM while A1094 is widely available. I encourage you to update the construction documents using A1094 as a corrosion-resistant rebar.

Per the General Notes on Sheet S2, we are specifying regular “black steel” for the bridge abutments conforming to AASHTO M31 or M322, Grade 60 deformed. This is readily available.

5 Will the Owner allow a concrete deck vs an asphalt deck? We would be able to use our standard 18-22 gauge corrugated decking vs a much thicker 5 gauge decking.

No, but a value engineering proposal may be considered after contract award. See FAR Clause 52.248-3 Value Engineering - Construction.

6 On bridge drawing sheet 2 of 10, the general notes show a 10 Gauge Thrie-beam guardrail. Due to the current unavailability of

Please bid the project according to the plans and specifications.

10-gauge thrie-beam, will 12 Gauge Thrie-beam (TL-2) be accepted?

7 What contract items can be partially billed prior to May 2025 expected mobilization?

You may partially bill in accordance with FAR 52.232-5 Payments under Fixed-Price Construction Contracts, and Subsection 109.08(f) Partial payments of the SCR’s.

8 Can mobilization be billed in EQUAL monthly billings (i.e.

total divided by the number of months in the POP) prior to physical mobilization as stated in RFP?

Mobilization is paid in accordance with FP-14 Subsection 151.03.

9 Can CQC line item be billed in monthly payments prior to job site arrival?

Quality Control is paid in accordance with SCR’s Subsection 153.10.

10 Can a portion of the Construction Schedule be billed prior to May 2025, as the schedule composition costs will be experienced prior to mobilization, as well as possible updates, prior to physical mobilization?

Construction Schedule is paid in accordance with FP-14 Subsection 155.10.

11 If the prefab is constructed, but available to be transported, can a partial be billed (if so, in what percentage?)

You may partially bill in accordance with FAR 52.232-5 Payments under Fixed-Price Construction Contracts, and Subsection 109.08(f) Partial payments of the SCR’s.

12 Will the contractor have to pay for a site visit to inspect bridge parts, prior to shipment, if a partial payment is allowed?

Contractor will be required to meet Section 109.08(f) and FAR 52.232- 5(b)(2) for partial payments.

13 If partials payments are allowed on LUMP SUM items, will the government have the contractor option of monthly or percentage based method?

See the Payment subsection of the each Lump Sum item.

14 What is the catron location code of this project, which is needed in order to apply the correct gross receipts tax percentage (as there are 4 areas of the county to choose from)?

Please use the location information provided on Sheet A1 and A5 of the plans to determine project location for NM Gross Receipts Tax purposes.

15 Requests a bid date extension for project NM FS 141(1) South Fork Negrito Creek Bridge

Please see Amendment A001

16 Based on the proximity of material sources, we request further discharge time for the concrete design beyond 3.5 hours.

Table 552-4 is revised with Amendment A001 to show a 4.5 hour discharge requirement.

17 Will the nearby campgrounds along 141 be available for use by the contractor’s field personnel?

FHWA has cleared construction limits environmentally to be used for construction or staging/storage of materials as per the Categorical Exclusion. However, FHWA has no authority on the use of the campgrounds off FR 141. The contractor may contact the Gila National Forest to see if campgrounds are available for use.

18 Due to the unavailability of 10-gauge thrie-beam bridge rail, would 12 gauge Thrie-beam (TL-2) with weathering agent be an acceptable alternative?

Please bid the project according to the plans and specifications.
