Questions and Answers during Advertisement for NM FS 141(1) South Fork Negrito Creek Bridge
July 19, 2024
Questions Answers 1 Due to the elevation and location of the project, are there any provisions that will be allowed for additional days if the snowfall has not melted and we cannot get access to the site by May 12, 2025. Being very familiar with the area, there we several projects that we could access until the middle to the late end of June.
Mobilization to the site was assumed during late May into early June. The contract completion date was established based on those dates. The contract requirements allow earlier mobilization if favorable season conditions exist. Additional days may be provided if conditions do not allow mobilization as assumed, refer to Subsection 108.03 of the FP-14.
2 Since our onsite time is limited to the end of September, we would like to start the production of the bridge structure offsite, probably sometime in March, to meet the completion date. Will we be able to bill for a portion of the cost of materials for the bridge construction, submittals and partial mobilization?
A Notice to Proceed is anticipated for September 2024, the latest date for NTP is September 16, 2024 in FAR Clause 52.211-10. The intent of this schedule is to provide bridge submittal, review, and fabrication time.
Yes, you may bill in accordance with FAR 52.232-5 Payments under Fixed-Price Construction Contracts, and Subsection 109.08(f) Partial payments of the SCR’s.
3 Can you please provide me with the magnitude of the project mentioned in the solicitation?
The price range of the work is between $2 million and $5 million. Please reference page A-3 of the solicitation.
4 I was reading the South Fork Negrito Creek Bridge construction specs to find A775 is specified as a corrosion-resistant rebar.
NMDOT is only using A1094 GalvaBar or ASTM A1035 ChromX.
The price A1094 is very close to A775. It is hard to find A775 in NM while A1094 is widely available. I encourage you to update the construction documents using A1094 as a corrosion-resistant rebar.
Per the General Notes on Sheet S2, we are specifying regular “black steel” for the bridge abutments conforming to AASHTO M31 or M322, Grade 60 deformed. This is readily available.
5 Will the Owner allow a concrete deck vs an asphalt deck? We would be able to use our standard 18-22 gauge corrugated decking vs a much thicker 5 gauge decking.
No, but a value engineering proposal may be considered after contract award. See FAR Clause 52.248-3 Value Engineering - Construction.
