Questions and Answers during Advertisement for Full Service A-E IDIQ

September 8, 2023

Questions Answers 1 Request that the Part IIs be removed from the 50-page count limit;

or increase the page count to 80 pages as it was on the previous proposal.

See Amendment A001 – the Part II’s are now removed from the 50-page count

2 Section E Resumes – please clarify if one resume per discipline is acceptable.

Per the RFQ, “In Item E, provide only resumes of key personnel that are anticipated to work on the contract.” It is up to the firm how to respond to that requirement.

3 Section D Organizational Chart – in addition to key personnel, please clarify if we can list non-key personnel on the organizational chart

You can list both. Distinguish between key and non-key.

4 On pages 5 and 6 of the solicitation, under Submission Requirements, “Section 2 – Part I of the SF 330. Item F is limited to 10 projects showing examples of past performance relevant to….”

When presenting experience with an IDIQ contract, do all the projects in the IDIQ count as one project, or can the proposing firm break out projects by bid packages or work orders as individual projects?

You can list your IDIQ orders as separate projects if they are separate projects.

5 Under Submission Requirements under Section 2, “Example projects should at a minimum include project scope, schedule, size, cost, and lists of the project staff and subconsultants on the project…”

The list of project staff is listed within Item E, Resumes, and Item G, Key Personnel. Prime Firm and subconsultants are listed in Item F, Example Projects. Please clarify if we need to list project staff in Item F, Example Projects, or if having this information within Items E, Resumes, and G, Key Personnel, is sufficient.

The prosing firm can make a business decision on how to respond to the submission requirements. The recommendation is to follow the instructions as written in the RFQ.
