For access to the site, please contact the Refuge at (303) 289-0232 at least 24 hours in advance.
Refer to Amendment A001
October 3, 2023
Is there water available for use as dust control onsite?
No, there is not water source on site for dust control.
2 What is the thickness of the existing SH128? No details of depths of aggregate base & asphalt were provide in the drawings, specifications, nor geotechnical report.
Contractor will be responsible for determining existing thickness and match.
3 Can excess excavated materials be left onsite? If so what location?
The excess excavated material cannot be left beside the road or trail. The FWS Refuge can accept about 100 CY of excavated material to be stockpiled within the Refuge at the location identified by FWS.
4 Will Cast-In-Place Headwalls, Toewalls, and Wingwalls be allowed in lieu of Pre-Cast on the box culvert?
No, please follow the plans and specification. See Sheet S1 and SCR 602.03
5 Please confirm the size of rip-rap to be placed at the Woman Creek bridge. RG3255-A shows Class 3 while RG3255-E shows Class 1?
The proposed rip-rap at the Woman Creek bridge should be Class 3. The rip-rap shown on RG3255-E should be Class 3.
6 Cement industry has converted over to produce a Type IL cement locally in lieu of a Type I/II cement. Please confirm this is acceptable?
Type IL cement is acceptable. Plan sheet S-2 has been revised accordingly.
7 What is the schedule for the Trails by Others to be installed? Will they be installed before or after this project is complete?
The Trails By Others is anticipated to be complete by Spring 2024.
8 Is there a designated route to access the section of new trail East of Indiana St? There appears to be a gate to access along the powerlines that could be utilized.
The gate on the east side of Indiana St is owned by Westminster. During the project development, project team has gained access to the area by contacting Joe Reale jreale@cityofwestminster.us 303-658-2142 (office) 303-919-0990 (mobile).

1 Will a CAD file be provided?
CFL will provide CAD information to the successful bidder as listed in Section 152.
2 Can an RCP pipe and manhole/catch basin profiles be provided for the proposed 18” RCP pipe sections? Sheets C1 & C2 (and T1) reference these runs briefly but do not appear to show where they tie in to on the upstream side. Are these to daylight at the “berm with ditch” or are they plugged at the ends as shown on sheet T1?
Profiles are shown on Sheet Z1. They are to daylight at the ditch behind the berm.
3 Can more info be provided on the 5’ x 5’ resting interval? Is this a square section/pad of aggregate? Or does this refer to a physical structure of some sort for hikers to rest?
See Typical section on A8
4 Can you provide profiles of the pipe run to include inlet and manhole heights?
Profiles are shown on Sheet Z1.
5 The ITB SOE indicates we cannot start he project until September 2024 and must be complete by April 2024. What is the reasoning for the project starting a year after the project has bid and can we start it earlier?
The contract completion date for the project is April 1, 2025. The reasons for issuing a Notice to Proceed in advance of the start of on-site ground disturbing work are the lead time for the bridge superstructures, to avoid multiple mobilizations and minimizing the amount of onsite construction activities. CFL will evaluate revision of the proposed construction schedule from the successful bidder.
6 Will the FWHA allow us to submit cost escalation after award, if any, with the contract start date being a year after the project bids?
No, this is a firm fixed price contract.

7 During the site visit on 10/3/23 we noticed that Woman Creek and Rock Creek bridges are very difficult to access, with rock creek being almost impossible. We also noted in the bid schedule that the line item for site remediation is very small. Will FHWA allow the awarded contractor to build temporary access roads. If so where should these costs for construction of temp roads and reclaiming the area of temp roads go in the bid form? We assume this would be lumped in with the cost of the bridges under those line item numbers, is that correct?
FWS has provided use of their access roads as shown on the site map Sheet A4. No temporary roads are anticipated. Also, the Trails by Others are scheduled to be complete by Spring 2024.
8 There is a lump sum item for soil erosion control on the bid schedule, but there are no erosion control items shown on the plans. Are we required to design the erosion control measures ourselves?
Yes. See Section 157 of the Special Contract Requirements and Pay item 15720-0000.
9 Several of the items on page 2 of 5 on the plan set for the CO 128 Pedestrian Underpass are not practical or needed with precast box, or are already addressed by the appropriate CDOT and ASTM specs. Given this can you confirm that a precast box culvert per ASTM C1577 and CDOT M603-3 with joints per ASTM C990 is acceptable, with no other requirements deemed to apply?
CDOT details may be used if they meet the requirements listed in the plans and specifications.
10 The details on sheet 4 of 5 depict box culvert with no haunches in the lower corners. In order to allow for a precast box culvert, can haunches in all 4 corners be acceptable?
Yes. Please refer to revised Sheet S4 and S5.
11 Details on sheets 4 and 5 of 5 depict box culvert with precast headwalls, wingwalls and toe walls. Would it be acceptable for the precast box to be supplied with 12” of exposed reinforcing to be tied into reinforcing for cast in place headwalls, wingwalls and toe walls?
No, please follow the plans and specification. See Sheet S1 and SCR 602.03

1 Q1: Will there be any allowance for camber?
Q1 Note: Matching the straight-line profile of the trail can be problematic for the final design. Allowance for some % of camber, no matter how small, can greatly benefit the geometry of the bridge. (Reference Spec Section 555.03-F-5 for bid note on bridge camber)
Please see general notes on Plan Sheet S7,S16, and S25
2 Q2: Will the 2” min. concrete cover dimension apply to the top of the concrete slab only?
Q2 Note: There are guide spec allowances for reinforcement adjacent to stay-in-place steel deck forms that would be less than the 2” stated on the plans. (See Reinforcing Steel note on sheet General Notes & Estimate-All Bridges for min. dimension)
Concrete cover note is for typical cast-in-place concrete.
Exceptions per design specifications for steel deck forms are permitted.
3 Q3: Is there additional info regarding the design and location of the pedestrian fence?
Q3 Note: I see no other details or specifications for a pay item resembling a pedestrian fence located on the prefabricated bridge. (See Prefabricated Steel Bridge note on sheet General Notes & Estimate-All Bridges for pedestrian fence reference)
Note is intended for all elements that make up the truss. No additional fence is meant to be attached to the bridge.
4 Q4: Does the steel handrail located 42” above the deck need to be ADA rail? Should the 3’-6” height dimension be to the middle of the handrail, as shown on the plans, or to the top of the handrail as typically measured?
Q4 Note: The available detail shows something more in line with a non- ADA rubrail, with height measured to the center of the rial. We want to clarify rail style due to the specific usage of “handrail” in multiple locations which would usually imply ADA style rail requirements. Also we hope to clarify the height offset measurement. (See railing detail from bid documents below)
ADA style rail is not intended for these bridges. The railing shown on the plans is intended to be a rubrail with the height to the top of rail.
5 Q5: Is there a min./max gap dimension between the 6” kick plate and concrete deck?
Q5 Note: The available detail shows an angle flush to the deck. Is this angle acting as a curb element? Should a gap be assumed between the bottom of the kick plate and the top of the concrete deck for drainage?
(See kick plate detail from bid documents below)
Kick plate is meant to act as curb that is flush with the deck.
6 Q6: Is there allowance for a steel end dam section that would be adjacent to the bridge expansion joint seal? Will a cover plate over the joint opening be required?
The joint filler is meant to be in lieu of a cover plate and end dam, contract plans should be followed, with no cover plate necessary.
Q6 Note: The available detail shows a preformed joint filler installed adjacent to a concrete deck slab with no cover plate. (See joint detail from bid documents below)
7 Q7: Will the final trail elevation account for the difference of a crowned bridge deck and the level top of backwall?
Q7 Note: There will be a slight elevation change on the trail if the two segments do not have similar elevation finishes (i.e. both level or both crowned).
Backwall elevations on contract plans follow crowned bridge section.
Questions Answers 1 Would it possible to push the bid date back on this project by 1-2 weeks? Bid opening has been extended to 11/1/2023

1 Manufacturers are telling us that they cannot and will not provide pre-cast concrete box culverts without haunches on the bottom as shown on the drawings. Will the FHWA reconsider their stance on this issue?
Yes. Please refer to revised Sheet S4 and S5.
2 Bridge manufacturers have questioned that the Indiana Bridge is crossing a major street and the design does not currently show fence above the roadway. Typically, there is fencing that is required where bridges cross existing streets and minimum of 8’ above the concrete deck to prevent pedestrians from throwing things to the roadway below. Please confirm that this is not required on this project.
Typical section details minimum height of truss with a full height steel grid for pedestrian protection over roadway.
3 Per the Q&A’s responded to already #7 states “no temporary roads will be anticipated”. Does this mean they will not be allowed? The access to Rock Creek will require significant work to allow Drill Rigs, Concrete Trucks, Concrete Pump Truck, & Bridge Delivery/installation. The existing accesses are steep, have excess cross slope, and drainage crossings that will need to be remedied prior to construction starting.
The FWS access roads as shown on the site map Sheet A4 provide access to the south side of the creek. The contractor should consider approach and size vehicles for a soft-surface roadway. No additional temporary roadways would be allowed within the Refuge.
