Questions Answers

Received: May 22, 2023 Q1. The specifications indicate that there must be an approved asphalt mix design with the DOT with 60 Gyrations. We do not currently have a mix design like that approved. Would we be able to have a new mix design created for the Job since we currently don’t have one?

A1. Subsection 403.02 of the project SCRs requires a DOT approved asphalt mix with a “minimum” of 60 gyrations. The mix gyrations may be 60, 70, or 80 per the 2015 SDDOT Specifications for Road and Bridges (Class G per Subsection 321.3 or Classes Q3, Q4, or Q5 per Subsection 322.3). Bid as designed. We want a proven DOT approved asphalt mix.

We do not want to use a new asphalt mix that has never been used before.

Q2. Would the contractor be allowed to Prime Coat the entire surface of roadway, and then also pave North bound and South Bound lanes in a much closer duration to each other?

Based on the phasing it appears that the project is setup for maintaining one lane of traffic utilizing temp signals to maintain flows. Was this only intended for the culvert/ dirt work or was it to be the phasing for the permanent surfacing as well? If the roadway surface were to be Prime coated all at once, that would also mean an overrun on the Blotter quantity.

A2. One lane of traffic needs to be maintained during the paving operations, and therefore, the prime coat needs to be applied one lane at a time in accordance with the phasing on the plans.

Q3. There is typically a requirement to apply tack coat to the top of the Prime coat and before the first lift of asphalt is paved. Based on the quantity of tack coat it appears that it was calculated only between the first and second lift of asphalt. Will it be required to tack the top of the Prime Coat, and if so will this quantity be adjusted?

A3. No. A tack coat application on top of the prime coat is not required.
