About this file

This document contains questions and answers from a pre-bid meeting for a federal construction contract opportunity to rehabilitate roads and parking lots within two national parks in northern Texas. Work includes full depth reclamation of approximately 140,000 square yards of roadway, asphalt paving, guardrail replacement, minor drainage improvements, and signing and striping across eight miles of roadway and three parking lots located at Lake Meredith National Park and Alibates Flint Quarries. Questions addressed project schedule, self-performance requirements, bid modifications, accounting for material cost escalations, definition of self-performance calculation, clarification of excavation scope, unsuitable subgrade soils, and water source location.

Questions Answers

1 After reviewing the schedule of completion noted in section 108, we wanted to ask if there is anyway that you would allow a later start date and finish date. Could a start in August and complete by end of October be allowed?

No this change request to the project is not warranted and will not be allowed.

2 Are there any requirements for self-performance?

Yes. See FAR clause 52.236-1 in Section C of the solicitation.

3 Are we going to be able to make changes to the bid electronically if we send the full packet early?

Yes. Modifications to bids are allowed prior to the time specified for receipt of bids. See page A-iii.

Questions Answers

4 We have a couple of suppliers that are hesitant to give us pricing due to the cost escalations materials like steel, for example. How are we supposed to account for those rising costs? Will there allowances for escalations or should we bid based on estimated increases for next year?

The NTP will be given in 2022 but the work on the project starts in Spring

2023. So it is up to the contractor when they choose to buy the material.

The project can pay for any material that is bought for the project after the

NTP is given and considered material on hand, as long as the material has been received by the contractor or placed in a bonded warehouse. See FP-

14 109.08(f).

5 When determining the 50% self-performance, how is that calculated? For example is it based on the total manhours or item value? Does the equipment or materials costs play into it?

Any material, equipment and manhours can be attributed to the 50% self-performance requirement of the prime.

6 Option Z plans callout for what appears to be some excavation on sheet X.2 stations 704+00 through 706+00 (we expect that the removed materials would be spread into fill areas). During the walk we did with the park on Friday the park representatives were saying that we shouldn’t be excavating in the area at all and additionally, there are large rocks and/or veins of rock that would cause problems. If this is the case do we expect to do fill only?

Yes, the Option Z small amount of excavated material can be used as fill in the roadway. The only excavation that will be completed on this Option Z work is to define the ditch. In the SCR’s it states that only hand tools will be used to remove material. See Plans and SCR’s for this small amount of excavation work that is defined.

7 NPS Reps stated during the walk that it looked like the maintenance crew had already done some filling of the low areas along the road. We cannot verify that these areas have been done

The contractor should bid the Option Z work as defined in the plan set.

Some minor rut embankment was placed by the by Park staff to maintain the roadway. Before work begins on Option Z, the Project Engineer with correctly, how are we to proceed in those sections, especially when taking into account the information provided in the question above?

FHWA CFL will review the roadway to see if a change was made to the roadway that differs from the plan. If said change did occurred, the Project

Engineer would have the area resurveyed to define the change. This work would be defined in a contract modification and the contractor would be asked to provide a cost proposal to complete the work.

8 As stated above, there are rocks, veins, etc and there are concerns that we will not be able to rip and recompact to the specified 6” in the subgrade before placing fill. We assume that if we are unable rip in some areas this will be considered suitable for fill placement anyway, is that correct?

If rock was encountered within the 6” depth, the contractor would not be asked to remove this rock from the roadway prism. The contractor would simply move to the next rippable section of roadway defined to rip and recompact. Yes, if the contractor is unable to rip the area it would be suitable to compact and start embankment fill operations.

9 Will we be allowed to use the lake for construction water? The Plan and SCR’s define the water source location for use on the project.
