About this file
This document includes questions and answers from a pre-bid meeting for a federal construction project. The project consists of reconstructing 6 miles of roadway within the South Unit Scenic Loop of Theodore Roosevelt National Park in North Dakota. Work includes constructing soldier pile walls, stabilizing subgrade with lime, replacing culverts and drainage structures, and paving the roadway. The estimated price range for the project is $40-50 million. Bidders should be prepared for unstable ground conditions and environmental constraints that may impact scheduling. The solicitation requests full and open competition for this work to be performed for the Department of Transportation Federal Highway Administration.

Questions Answers
1 Would the government allow for a different Federal wage schedule from a different state it the total fringe and wage was the same or more?
No. The successful contractor must use the wage determination included with the solicitation, to include any amendments to it. However, this does not preclude the successful contractor from paying more than the minimum rates within the wage determination.
2 Section 305.01 states that the top 4” of FDR material gets removed to accommodate the 4” of new asphalt. Does the government have an area that we can waste the excess material that does not get used for roadway aggregate or is the contractor responsible to remove the material off site?
Excess FDR material can be used as backfill per Section 302.04.
3 SCR Section 152.05(f) can the government explain the reasoning behind not allowing the AMG method? It seems that allowing for this would be a savings to the department.
Concur – Amendment A002 will address this.
4 Is an asphalt plant allowed in the Mix Pit area shown on the site map?
No
September 15, 2022
5 Section 401 lists the requirements for a Material Transfer Vehicle
(MTV), however it has been indicated in the past if there is no bid item for the MTV then it is not required. Can the government please clarify if the MTV is required or not for this project?
An MTV is required for this project for all 40101-5600 mix. The MTV is subsidiary to this pay item under 109.05 (b) Indirect payment.
6 It has been our past experience in the Theodore Roosevelt
National Park that Topsoil is almost non-existent. For the
Aggregate topsoil course item, is it the intent of the government to use onsite topsoil to mix or to bring it in from an outside
Schedule A Item 20466-0000 Conserve and stockpile topsoil and Section
204 describes how to conserve topsoil. The aggregate material to mix in is per Section 703.13.
source? Both of these options could be very expensive. Would the government consider using roadway aggregate or excess FDR material for the shouldering instead?
7 There is 4 different classes of rip rap on the job. Rip rap in the area is extremely limited and will have to be trucked in from several hundred miles away. It would be to the government’s advantage to limit the rip rap to one size or to consider an alternative method of permanent erosion especially with the limited trucking available around the country.
Non-concur
8 SCR 107.10(e)(2) Requires Tribal Monitoring and states that “the monitor will be identified through NPS consultation with tribes that are traditionally associated with the park….”. Can this be done before bid time so the contractor can contact an approved monitor for pricing? Without knowing who is approved it is very difficult to price. Would the NPS consider providing this service rather than being contractor furnished?
For Tribal monitor information contact Blake McCann at blake_mccann@nps.gov or 701-623-4730 ext. 1433. The Tribal monitor is to be furnished by the contractor.
9 The detail for Curb and Gutter Type 1 (Special) on sheet special
609A calls out #3 welded wire fabric. This is not a standard
Welded Wire designation. Could we please get clarification on what type of material that is? We would suggest using rebar instead of wire fabric for these areas.
Amendment A002 will clarify and update the plan sheet.
10 Will shop drawings for rebar be required for the headwalls?
No shop drawings required.
11 Special Sheet 615-A calls out epoxy coated welded wire fabric. It does not appear that any other rebar, or wire fabric in any of the other items on the job is epoxy coated including the minor concrete adjacent to it. This doesn’t seem to make a lot of sense. Epoxy coated wire fabric is very difficult to find and very expensive. Would the government consider removing the requirement for epoxy coated rebar?
Epoxy coated is required. Per standard sheet 501-2 note 1, “use epoxy coated material for all … other steel used in the construction of concrete pavement”
12 Standard drawing 501-2 calls out epoxy coated dowels/tiebars for joints. If baskets are used to support the dowels/tiebars does the
Epoxy coated is required. Per standard sheet 501-2 note 1, “use epoxy coated material for all … other steel used in the construction of concrete pavement” mailto:blake_mccann@nps.gov wire on the basket need to be epoxy coated also? Most DOT’s do not require this but we have run into it on other Federal projects.
13 The asphalt warranty in section 404 seems very unreasonable. The government is asking the contractor to warranty the government’s design. This project is being built on extremely unstable ground that will most likely move within the warranty period. The warranty period itself is based on final acceptance which could mean the asphalt will be evaluated 2 years after placement, experience a winter season, and very high traffic volumes for more than one tourist season. Rutting and cracking outside of the thresholds in table 404-1 could be almost certain at this point. There is no way for the contractor to quantify this risk. There could be many reasons for rutting, cracking & potholes outside of the contractor’s control, and the evaluation is based on the CO’s opinion. The opinions from different CO’s could vary widely. How does the government expect the contractor to put a reasonable price together when the evaluation criteria for these tolerances are at the CO’s discretion?
The warranty clause does not cover the Government design, only a design furnished by the contractor.
The warranty period begins from the date of final acceptance of the work
OR when the Government takes possession of any part of the work before final acceptance.
The warranty only covers any failure to conform to contract requirements, and any defects in equipment, material, design furnished or workmanship performed by the contractor. The warranty would not cover any failures due to the ground shifting or rutting and cracking due to high traffic volumes unless it is determined that these conditions were a result of the contractor’s failure to conform to contract requirements or were a result of a defect based on the equipment, material, design furnished or workmanship of the contractor.
Section 404 needs to be read in conjunction with FAR clause 52.246-21.
The Government cannot dictate how each contractor will bid this risk.
14 The contract documents state that the government has 90 days to award the project and then an additional 120 days to exercise any option. This causes several issues with material procurement and long lead items. Rapidly fluctuating costs of steel, cement, lumber, fuel, and oil are causing suppliers to hold their prices for less than a week in most cases. Is there any recourse for the contractor to cover rising costs within this 90 day period of award? Concerning the additional 120 day timeframe to exercise any option after award, it will be very difficult for the contractor to procure the AC oil and aggregates without knowing up front what the quantities are. Suppliers are very limited in this part of the country and their current backlogs may not allow for the manufacture of additional materials within the contract time. Please consider more reasonable timeframes for both award and the exercising of options.
Due to the source of the funding, the Government is unable to shorten these times.
15 After observing the existing conditions at the walk through on
9/7/2021 it was noted that the existing ground conditions have changed dramatically from the time when this project was designed until now. It was stated by one official at the walk through that a major slide had occurred less than a week before the walk through. It was also noted that there could continue to be dramatic changes in the existing roadway prism by the time the project is awarded. It appears that there will be a very significant change in the quantity of fill needed on the project that could change the balance of the excavation items. Will the government be addressing these items before the bid? How will changes in these areas be handled that occur after bid time? It seems that the changing conditions could have a dramatic effect on the budget for this project.
This is currently under review and an amendment will be issued if needed.
16 Section a of SCR 108 states that no construction traffic is allowed on local roadways with the City of Medora or along Pacific Ave east of East River Road. This severely limits the ability to procure bulk potable water for paving. Would there be any exceptions to this?
No. Any agreements with City of Medora would have to be agreed upon with local officials separately.
17 Could the government provide the contact information for tribal, cultural, historical, biological, and paleontology monitors that it has worked with in the park?
See question #8
18 What are the limits of disturbance below the soldier pile walls? Our drilling sub-contractors are asking for 20 feet in some cases of level stable working platforms below the wall. This would require a large amount of fill below the wall.
Construction limits are shown in the plans.
Q&A During September 7, 2022 Site Visit
19 Why does this project have a warranty on this project? The road is constantly shifting. How is a contractor expected to hold to a warranty for a year?
See response to question #13
20 Does the NPS have monitors they can share? See response to question #8
21 Are there any weight restrictions on bridges inside the Park and/or to access the Park?
No, there are no load restrictions within the Park. Outside the Park, follow the NDDOT load restrictions.
22 Are the last 2 miles of the project open to the public? They are currently open to the public but will be closed once the project starts. The turnaround point within the project will be shared between the traveling public and the contractor. The turnaround point will be for flowing traffic only – no parking.
23 Is the FHWA anticipating unusually large voids within the bedrock?
See the geotechnical report.
24 How big are the potential voids? How do we cover for that risk? The quantities included in the plans do take in account some of the unknowns associated with the size of the voids. Contractors should read the geotechnical report and assume voids can exist in a variety of sizes.
25 What is the definition of “construction equipment”? It was mentioned construction equipment is restricted from leaving through or accessing the site from the North side of the project.
What does this include?
All project related traffic, haul trucks with materials/equipment, equipment.

Questions Answers
26 Drawing number RG3250-CCC provides a typical detail plan for soldier pile fabrication of the channel beams. The detail shows a 12”x1/2” plate on the front and back of the c-channel but does not provide the weld requirement. Can the weld requirement and dimensions of the pile spacing relative to the inside box dimension between the channels be provided?
Welding conformance is noted on Drawing
No. RG3250-A.
Please provide a continuous 5/16” fillet weld on the edges of the plate to flange of C channel. Spacing for the C Channels to be determined based on contractors need for the anchorage head detail while maintaining the
3” clear.
27 Without fully understanding the dimensions of the channel spacing, if the channels are 8” apart
(which is the minimum dimension to drill 6” tiebacks between flanges) the beam assembly would be 18.75” across, corner of channel to corner of channel, which would only provide 2.64” of clearance in a 24” drilled hole. It would seem better to place the channels in a 30” diameter shaft to get the required 3” of clearance.
See response to Question #26-In addition using a pvc pipe should allow for a smaller gap than 8” to provide the adequate 3” clearance needed
28 Do the stich plates need to run the full length of the channel pile except for the ground anchor location?
Under the detail there is a note that states “provide gaps for future ground anchors locations at 5’ vertical spacing. Also provide gaps to replace failed anchors”. It is not clear how to provide gaps for failed anchors as that is an unknown. Please clarify.
See response to Question #26-For Gaps please include at least 1 additional gap per pile in case of a failed anchor
29 Revised Section 565.07 Painting and placement of soldier piles requires the entire channel length to be painted, does the backside of the channel between the 2 cover plates used to stich the pile together have to be painted? If so, the channel would need to be fabricated and painted multiple times. There is over 1 million pounds of steel that would need to be handled multiple times.
Painting is required the entire length of the channel but only on the outside faces of the pile assembly (not the interior void between channels).
30 Revised Section 565.07 Painting and placement of soldier piles is used for the placement of the channel piles. This section requires the channel pile to be placed prior to concrete, it is unclear how the concrete will get out from the center of the channels into the anulus of the drilled hole as there is not enough room to tremie outside the beam should a non-dry shaft occur. Is it acceptable to pour the toe of the pile (structural concrete) and then wet set the channels via vibration if needed? The detail on drawing RG3250-CCC, does not show concrete in the void box, is concrete required in the box between the C-Channels.
Concrete is required between the C-
Channels. Lean concrete to be used in portions of Piles above ground as shown on the plans.
Per response to #42 a PVC sleeve may be used allowing for more room between the C-
Channel and edge of hole.
Contractor may submit alternative placement methods if needed during construction.
This will be reflected in an upcoming
Amendment.
31 The use of channel piles in this manner requires a lot of fabrication to be performed on the pile.
Can the contractor propose an alternative method for soldier pile supply and fabrication? Can the section modulus required for the channel piles be provided to confirm the acceptability of a different style beam and tieback pocket detail?
A value engineering change following the requirements of Section 103.03 can be considered.
32 Drawing Number RG3250-A General Notes, Special Notes, second item states boulders, cobbles, bedrock, and groundwater may be encountered at any depth of the excavation or drilling at every wall location. The geotechnical report does not mention boulders and the YE and
Associates report and boring logs do not note groundwater. There is a statement in the Yeh and
Associates report that Shannon Wilson report noted groundwater, but this report is not provided.
What is the Owners intent of this note for the contractor?
The contractor should be prepared for the noted ground conditions even if not encountered during the geotechnical investigation.
This will uploaded to the solicitation.
33 Drawing Number RG3250-A General Notes, Special Notes states at each wall location, the sacrificial anchor for performance testing will be installed, tested, and accepted prior to installing production anchors. Can the locations of these anchors be provided. The site has difficult access to the wall locations and understanding the location of the sacrificial anchor would be helpful to determine access and reaction frames needed as these anchors will not be in beams like the production anchor.
Per Section 256.08, the CO will designate locations for sacrificial ground anchors. The contractor can expect these locations to be at each wall such that the bond zone will be within the limits of the bond zone for production anchors.
34 Specification Section 256.03 Qualifications E is the requirement for a Professional Engineer or
Professional Geologist. The project tiebacks are designed per the plans, what is the role of this person as it relates to the project?
See SCR 256 and Section 256, especially noting subsections 256.04, 256.07(a), and
256.08(a)(4) as well as noting references to
Subsection 104.03.
35 What is the anticipated notice to proceed date?
A contract, pending funding, will be awarded within 90 days of bid opening.
Acceptable payment and performance bonds must be furnished within 10 days of a contract award with the Notice to Proceed issued shortly afterwards.
36 The scope of work in Schedule A is very different than the scopes of work for Option
Y&Z. Schedule A would be a project that a specialty geotechnical contractor would be more well suited for, where as option Y & Z are more suited to a road contractor. If only Schedule A is awarded without Options Y or Z being awarded it makes this project very unattractive to us as a contractor. Could there be any provision to qualify the bid put into the project that allows for the contractor to be released from Schedule A and option X if they are the only parts of the project awarded?
37 Can the government provide more information on the stone benches in drawing 646-A? Are they to be cast in place, precast or cut stone? Can you provide a color? Is there any rebar or anchoring required?
Cut stone. Tan sandstone color matching the local area. No anchoring required.
This will be reflected in an upcoming
Amendment.
38 Section 305.10 of the SCRs requires grade finishing stakes. In the first Q&A released for this project the government concurred that the AMG method could be used. Would that apply here as well eliminating the need for grade finishing stakes?
Grade finishing stakes will be required
39 Is this project tax exempt? Tax exemption status varies from state to state. It is the contractor’s responsibility to determine State and local tax exemptions.
40 On Drawing RG3250-CCC (Sheet S56) detail "Typical Plan for Soldier Pile", is the "Connector
Plate" full length for the soldier pile (except for anchor gap)? In other words, what is the vertical length for connector plate?
See response to Question #26
41 On Drawing RG3250-CCC (Sheet S56) detail "Typical Plan for Soldier Pile", there is no concrete shown inside the "box" created by the Channel and Connector Plate. Is this correct?
Similar detail on other drawings with no concrete shown "inside", but concrete shown outside
See response to Question #30
42 On Drawing RG3250-CCC (Sheet S56) detail "Anchorage Head Detail", should the "PVC
Sleeve" be a steel trumpet welded to the bearing plate instead?
The trumpet may be a steel trumpet welded to the bearing plate or a PVC sleeve connected to the bearing plate.
43 On Drawing RG3250-CCC (Sheet S56) detail "Wedge Plate", are there any requirements for the welding? i.e. Thickness, type, length, etc.?
See response to Question #26
44 All of the Soldier Pile and Ground Anchor drawings are stamped by a PE. But, there are many details/notes that state "minimum". Is the Anchored Soldier Pile wall scope design-build by contractor OR already designed by the PE?
See responses to Questions #26, #30, and
#34
45 Why are there two different PE stamps on the soldier pile drawings? Global stability was performed by Yeh and wall profiles and minimum component requirements were set by HDR.
46 On Drawing RG3250-A (Sheet S1) "Wall Design Chart", minimum lengths for the piles are given. However, the tables on following pages have pile lengths that are greater than the minimum (typically by few inches). Are the piles to be the length shown in the tables, OR can they be the minimum lengths?
Lengths in tables are to be used.
47 Special Contract Requirement 565.07 states that there must be 6 inches of concrete below the soldier pile steel. However, the drill depths shown in the drawings (RG3250-D, RG3250-E, etc.)
state the drill depth is only to be 3 inches deeper than the steel. Please confirm which is correct?
3 inches is sufficient.
This will be reflected in an upcoming
Amendment.
48 Pay Item number 55701-2000 in the SOV (lagging boards) calculates the Board Feet assuming
5ft long boards. However, the soldier piles are on 5ft centers. After accounting for the soldier pile width, the actual boards are approximately 4'-2". Will this item be paid assuming 5ft length for every wall bay regardless of installed length? Or, will this item be paid according to the actual board feet installed?
Will be paid based on actual board feet installed.
49 All the stationing for the soldier piles in the drawings is on 5ft centers, except for Pile #1 on drawing RG3250-D (Sheet S4). Should Pile #1 be Station 10+6.22?
Piles spacing greater than 5ft at wall ends is acceptable per the plans.
50 On Drawing RG3250-L (Sheet S12) Pile #51, should the Top of Wall be 2534.78 (instead of
2534.76)?
Top of wall should be 2534.76 per roadway elevations.
51 What is the construction tolerance for dimensions shown in Soldier Pile Wall Schedule drawings? Center of pile, top of wall, top of concrete, etc.
Use +/- 1” for tolerances not listed, or submit exceptions demonstrated as industry standards per section 106.04 in FP-14
52 For pay Item number 55701-2000 and standard specification section 716 in FP14, does the lumber need to be S4S OR can it be rough cut?
Rough cut is allowable.
53 On Drawing RG3250-A (Sheet S1), the Structural Steel note states to "paint all structural steel with a corrosion inhibiting coating in accordance with Special Contract Requirement 565.07".
However, 565.07 only references soldier piles. Please clarify what steel is to be painted. i.e.
Bearing plates, anchor caps, nails, etc.
See response to question #29. All exposed hardware needs to be painted the same color as the soldier piles, although corrosion inhibiting coating is not required on these components.
54 Special Contract Requirement 565.07 states that the entire pile must be painted. Please confirm this includes areas encapsulated in at least 3 inches of concrete cover, and this includes "interior" areas that will not be in contact with the ground or visible to the public.
See response to question #29
55 Liquidated damages are calculated "for each calendar day of delay until the work is completed".
If contractor is unable to work due to mandatory shutdown (such as winter shutdown and holidays), will those days still be included when calculating liquidated damages. For example, contract completion date for Schedule A is November 13, 2024. However, there is mandatory winter shutdown November 15-March 15. If the project would finish, for example, on November
20th (but can't work past Nov 15), would contractor be assessed approximately 4 months of LDs or just 1 week?
Yes, holidays and winter shutdown count as calendar days for purposes of calculating liquidated damages.
56 Pay Item 25605-000 specifies one performance test per wall - 7 total. However, Table 256-3 in standard specifications FP14 state that 5% of anchors are to be performance tested (5%x 573 =
29). Please confirm that only 7 performance tests are required (one per wall).
Only 7 sacrificial performance anchors are required. Performance tests are not required on production anchors, only proof tests
57 On Drawing RG3250-CCC (Sheet S56), what is distance/gap between C-Channel (web to web)? See response to Question #26
58 What is the diameter for the drill hole for the ground anchors? Minimum diameter of 6” as shown on
Drawing No. RG3250-BBB.
59 Drawing RG3250-DD (Sheet S55) shows Galvanized Spikes attached to the lagging boards. The notes call out 40D spikes. Should a "tab" be installed at the top of the spike to ensure it is
"grabbing" the soldier pile? Can screws or an alternate fastener be utilized?
Yes, the spikes should have a head that allows the spike to “grab” the soldier pile.
Alternate fasteners may be proposed to the
CO.
60 Are there any workforce preference requirements? No
61 Are there any performance warranty requirements for the soldier pile wall? No
62 If the project is awarded this year but construction does not begin till after the winter shutdown
(March 2023), can the contractor purchase materials immediately to avoid escalation and submit an invoice for "materials stored". What are the requirements (if any) for doing this?
I know there’s the ability to pay for materials on hand but not sure where it’s at
63 If contractor excavates additional material below the road to create temporary work benches, can the excavated material be placed back? Or, does select fill need to be imported and the excavated material removed from site?
Grading below (in front) of the walls can be on site materials. Fill behind the walls is select borrow.
64 Please provide the welding details for the fabricated steel channel piling. Is it stitch welded or full seam welded, and is it fillet welds or other.
See response to Question #26
65 Does the interior of the fabricated steel channel piling have to be coated? Based on the specified coating, fabrication shops are telling us this may not be possible as the fabrication of last side after coating will generate hazardous gasses.
See response to question #29
66 Please provide repair procedure for coating after lean mix concrete is removed from piling.
Coating repair procedures to follow manufacturer’s recommendations.
67 Will any other AISC or other approved certifications be considered for fabricated piling besides the specified simple bridge certification?
Per Section 550 of the FP-14 welding to be completed per AISC and AWS requirements including welding certifications.
68 The existing ground line has moved considerably from what is currently shown on the plans.
Drilling of shafts is paid as a vertical foot item in measurement and payment. Is this based off of plan elevation at time of bid, actual elevation prior to site access, or elevation after working bench is established? Who is responsible for documenting actual elevation if this is selected method of payment of footage?
Pay limits for drilled shaft are based on final elevations needed. Ground lines shown on plans are based on topographic survey information prior to bid.
If elevations in field need to be adjusted due to changes in terrain, contractor to document and submit to CO for review and acceptance.
69 Drawing Number RG3250-A General Notes, Special Notes states the contractor is responsible for maintaining stability above and below the solider pile and lagging wall during construction. Is the slope stability referring to local grading, drainage, local sloughing etc.
during preparation of the working pads? With the ground currently sloughing/sliding has analysis been performed that the current wall locations can handle the weights of construction equipment required to install the work?
Slope stability was checked during design for assumed construction techniques and equipment. However, not every technique or equipment type are known during design.
The contractor is responsible for slope stability utilizing their techniques and equipment.
70 Extra openings are required through piles to allow for future tieback installation at 5’ centers.
Please confirm how far below proposed tiebacks this is to be extended. Is it a single additional location per pile, or multiple?
This is a single additional location per pile.
71 Is geotextile fabric required to be installed behind lagging boards when performing top down lagging installation (excavation and board installation)? If so are splices or laps allowed or does it need to be vertically continuous between piles?
Geotextile fabric is required behind all lagging boards. Splices and/or laps are allowed following the manufacturer’s recommendations.
72 With respect to the drawing on plan sheet S53 (RG3250-AAA), Would not the “Top of Concrete
Elevation” called out in the Soldier Pile Wall Schedules be 5’ lower?
Follow the Top of concrete elevations in the schedules.
73 Would the Contractor be permitted to set a project office trailer at the Mix Pit area shown on the site map? If so would they be granted access to electrical power?
No, and no
74 I am looking for some clarification on the 24” fusible HDPE pipe on the subject project. The manufacturers are not quoting the pipe, it looks like the spec might be mixed up or something?
They are saying they don’t meet the standards below. Which spec should be used for the HDPE?
Found two areas that mentioned the HDPE, see below.
Fuse Welded High Density Polyethylene
Pipe (HDPE) furnish pipe meeting AWWA
C 906.
Furnish fuse welded HDPE pipe, DR 21.
75 There are several areas we have noticed what appears to be conflicts or errors/busts in the pipe cross section drawings. We have listed two of them below. We would respectfully request the government review the pipe cross sections for accuracy:
1. Pipe cross section stated elevations at structure do not correspond with provided grid elevations given on the left and right of the cross section at STA 172+90. Structure shown has a stated top of structure elevation of 2531.76, and invert elevation at the bottom of the structure of 2520.25. This is an excavation of 11.51’. The grid elevations show a top of structure at approximately 2542 and a bottom of structure elevation of approximately 2520. This would be 22’ of excavation. It appears that the scale on this cross section is incorrect. Please confirm each horizontal grid line should be a 1 foot increment instead of 2 foot increment as shown.
2. Cross section Sheet Z30; Station 249+40; Offset Right 12.5. - Inlet elevation is
2671.41 and the pipe elevation is 2623.10. That is a difference of 48.31’ which seems very deep. Also the inlet combination elevation upstream is shown at 2627.46 which is 44’ lower. It appears that there may be a typo here.
1. Profile 172+90 has 1 foot increments for minor grid. Grid elevations starting at 2530-
2550 should be listed in 5 foot increments/ vertical grid elevations (major grid). But vertical scale does vary between sections to fit sheets.
Horizontal minor grid markers are
2.5’/major grid 10’
2. elevation on Sta 249+40, 12.5’Rt is
2627.41. There are no inlets that are 44’ or
48’.
85 If galvanized square tube posts/anchors are used for permanent signing, will they need to be stained/weathered?
86 When preparing the subcontractor plan should the base bid be used as the basis for establishing the goals, or should the base + options be used?
Base + Options but it may be changed dependent upon what is awarded.
87 Also, if we were to do business as a supplier with the eventual bid-winner, do we need any permits/applications/etc. from the USDOT to be able to deliver supplies into the National Park?
No unique permit is required to make deliveries to a National Park
88 May the fixed location temporary traffic control signing be placed on u-channel per attached
NDDOT 704-14 instead of wood posts?
Yes, the NDDOT detail may be used for temporary sign installation.
89 Please provide information for acquiring the sandstone benches, bid item specification number
64606-0300
Acquire cut stone benches of tan color matching the local area.
This will be reflected in an upcoming
Amendment.
90 Regarding the Sandstone Benches, are these to be actual sandstone or can they be premanufactured with reinforced concrete and treated to appear like sandstone? View link and see attached example.
Actual stone https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.petersenmfg.com%2Fbenches.asp&data=05%7C01%7Cryan.d.phillips%40dot.gov%7C5fdffa48d79846ad0f5608daa007b5f8%7Cc4cd245b44f04395a1aa3848d258f78b%7C0%7C0%7C637998252234860313%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&sdata=gSWYas4yweQTt8Go8vS6k%2FTC%2BdpAt1s9zaDcSY8nq08%3D&reserved=0
91 Bid Bond Form. The form attached in the solicitation is outdates, should the bid bond be used from the link https://www.gsa.gov/forms-library/bid-bond? Also the bod liability is $3,000,000 correct?
