About this file

This document contains questions and answers from a pre-bid meeting for a federal contract to replace two bridges in the Klamath National Forest in California. The scope of work involves demolishing and removing the existing Upper Doolittle Creek Bridge and Mill Creek Bridge, and constructing new prefabricated steel girder bridges at both locations to specified designs. Temporary culverts or creek crossings will not be permitted for in-channel work. The completion date is set for October 27, 2022 and will not be extended, though the number and spacing of girder lines may vary from plan dependent on supported design. The contractor must provide on-site testing facilities meeting specifications, though off-site commercial laboratories may be used if contractual requirements are met. The Federal Highway Administration will not perform acceptance testing, which is the contractor's responsibility according to the terms.

Questions Answers 1 Is there a plan holders list for this project?

There is an interested vendors tab on SAM.gov. You have to be signed in and have tied your entity to your registration when you signed up. If both of those things don’t happen the interested vendors list tab won’t be visible.

We don’t maintain a separate plan holders list.

You can call the federal service desk if you need further assistance. The number is1‐866‐606‐7828

2 Are you willing to take another bridge deck thickness than 9 gauge that is called out in the plans?

The gage thickness of the structural steel decking can be of different thickness than shown on the plans. Actual proposed thickness shall be supported by the design calculations as part of the prefabricated bridge submittal per Section 555 of the SCR’s and FP-14.

3 Are you willing to take a base layer of concrete with a top layer of asphalt?

A concrete base layer is not acceptable. Please bid according to plans and specifications. A value engineering proposal may be considered after contract award. See 52.248-3 Value Engineering -Construction clause

4 Is there a load or length limit on the Doolittle Road Bridge over Indian Creek just off of Grayback Road?

FHWA is not aware of any legal load or length limits on the bridge over Indian Creek adjacent to Grayback Road. Please refer to FP-14 Subsection

104.05 regarding Load Restrictions. The plans and specifications allow for bridge girders to be spliced as necessary.

5 Is there any load or length limit on the Bridges on the Mill Creek Road in route to the Mill Creek Bridge project?

Need to know those limits in order to get equipment and the steel bridge sections to those projects.

FHWA is not aware of any legal load or length limits on the route to Mill Creek Bridge. Please refer to FP-14 Subsection 104.05 regarding Load Restrictions. The plans and specifications allow for bridge girders to be spliced as necessary.

6 Steel material has been difficult to obtain with 4 to 6 month delays on deliveries. If this become an issue will the completion date be extended until next year.

The contract completion date was established based on recently conducted industry research and other factors, and will not be extended. Refer to FP- 14 Subsection 108.03 for Determination and Extension of Contract Time.

7 Is it necessary to have on site testing laboratory? Due to the low volume of work can the tester use their offsite laboratory?

Refer to Subsection 154.04B of the Special Contract Requirements which states the following: "The sampling and testing services of a commercial laboratory meeting or exceeding the requirements described herein may be used if all contract sampling and testing requirements are satisfied by the use of the commercial facility."

8 Will Federal Highways be performing all cross hole sonic testing? The Contractor is responsible for all acceptance testing. Refer to Section 154 of the FP-14 and Special Contract Requirements. Refer to Subsections 565.03, 565.07, and 565.09 of the FP-14 for crosshole sonic logging test requirements.

9 The overall completion date is given as 10/27/22. Due to the 60 day calendar day Government acceptance period and the mill rolling schedule and fabrication time, the modular steel girder vehicle bridges cannot be delivered until late September or early November at the earliest. We request the completion date be extended by 2 months to accommodate the bridge delivery schedule.

The contract completion date was established based on recently conducted market research and other factors, and will not be extended. Refer to FP-14 Subsection 108.03 for Determination and Extension of Contract Time.

10 Mill Creek Bridge Drawing S18 shows 6 girder lines. Would 8 girder lines be acceptable?

The actual number of girder lines proposed shall be supported by the design calculations as part of the prefabricated bridge submittal per Section 555 of the SCR’s and FP-14, and per the plans. The girder design is part of the Pre-fabricated Steel Bridge and is specified by the fabricator.

11 Will temporary culverts/creek crossings be allowed for Doolittle and Mill Creeks?

In-channel work is not permitted. Refer to the construction limits designated on Plan Sheets C1 and C2. Refer also to Subsection 107.01 and

107.10 of the Special Contract Requirements and FP-14.
