Questions and Answers during Advertisement for KS FTFW MACY 10(2) HQ Road, Parking, Refuge Intro Trail
October 7, 2021
Questions Answers 1 Would a steel girder bridge be an acceptable alternative to the prestressed concrete girder for the pedestrian crossing?
• No, please bid the bridge as shown in the Plans and Special
Contract Requirements.
2 Are there any scheduled site visits, or can any be scheduled? • Per Provision 52.236-27 on Sheet B-10, no organized site visit will be held. The Refuge manager has stated that the refuge is open.
Contractors can access the site. However, access to the new trail and pedestrian bridge area is difficult. The area is thickly vegetated and contractor should be aware that the ticks are very heavy right now. If contractor’s wish to access beyond the current vehicular access area, they should check in / contact the refuge.
3 Regarding Paving Geotextile:
a) Is this product being specified for this job?
b) Where can this product be found in the plans/drawings?
• Paving geotextile is not specified. However, on the Typical Sections sheets A6 – A8 in the plans, a paving geogrid is called out. Paving geogrid is paid under item 20703-2000, therefore SCR’s section and FP-14 Section 207 specify the material to be used. Looking at FP- 14 Subsection 207.02, Geogrid material is specified under Subsection 714.03 of the FP-14.
• See above.
4 Are you expecting the construction office with all of the utilities, internet, equipment and fencing as described in Section 637- Facilities and Services. If the answer is yes can you tell us if the Building on site has a septic system, i.e. would we have to install a separate one for the construction trailer? Also, can we tap on to any existing water and electric service that is currently on site. Finally, what internet service is available in this area.
• Provide a construction field office as outlined in Section 637.03. If the contractor chooses to provide an onsite stand alone office, the contractor is responsible for coordination with the FWS. It is not anticipated that utility hookups will be available from the FWS.
5 Access to Both Side of the Bridge. Are we to build a low water crossing to access the opposite side? Is there one existing we can use to the south? What were the Governments thoughts on construction access to the work?
• Proposed construction access to both sides of the pedestrian bridge is shown on sheet A5 of the plans. Access along the proposed trail alignment is also allowed with limitations outlined in the Plans and SCR’s sections 107, 108, 156. Construction of a low water crossing would be at the Contractor’s discretion. Contractor shall comply with requirements in Section 107.
6 Can you clarify which Asphalt Mix Design is specified? • A state DOT asphalt mix conforming to Section 403.02(a) of the FP-14 is acceptable.
7 Is there an APWA Equivalent Mix that would be acceptable? If so, which one(s)?
• A state DOT asphalt mix conforming to Section 403.02(a) of the FP-14 is acceptable.
8 3” of Asphalt placed in 2 lifts with the specified aggregate sizes will not look good. Can a design with smaller aggregates be used?
Can the asphalt be thicker, perhaps 4” of Asphalt?
• Please bid the asphalt thickness of 3” as specified in the Plans and Special Contract Requirements. A state DOT asphalt mix conforming to Section 403.02(a) of the FP-14 is acceptable. Specific gradations are not specified in Section 403, but the gradations would need to meet the requirements of the chosen state DOT mix.
