Questions and Answers during Advertisement for Petrified Forest NP Solicitation: 6982AF20B000003
AZ FTNP PEFO 10(7) Main Park Road October 30, 2019
Questions Answers 1 Can the average daily traffic count or monthly visitor count be provided?
The title sheets states: the Average Daily Traffic in 2018 is 428 vehicles.
See attached traffic counts for the Park per month.
2 The SF1442 indicates award may happen up to 60 days after bids are due. Will the POP be adjusted?
Refer to the SCRs, Section 108.01 on page E-16 of the Solicitation. It outlines the completion dates for the Schedule and Options
3 Can the FHWA provide an anticipated notice of award date and an anticipated notice to proceed date? We are very concerned about the construction times allowed due to the nature of work, the temperatures and weather (Ref: Specification 310.06 Weather Limitations) due to the time of award, submittal process, concrete structure cure time and potential long lead time for precast culverts for bridges and drainage structures.
The 310.06 is the Continuous Cold Recycled Asphalt Base course is to be completed when the specification can be achieved. The specification is not linked to the concrete placement process or concrete structures.
4 The project has precast concrete box culverts for 3 bridge structures and 2 drainage structures. We are concerned with the long lead times due to preparation of submittal design drawings and the 30 day submittal approval process (FP 14 Specification 104.03) which could seriously impact the contractor’s ability to meet the bridge completion dates of March 28, 2019. Does the Owner have a plan to expedite the approval process in order to help facilitate construction to meet the designated completion dates?
FHWA will make every attempt to review submittals in an expedited manner. The structure details are from ADOT concrete box standards that all pre-cast manufactures have used in the past.
5 Will the Options be taken in order with Option X first and then Option Y or can either be awarded with Schedule A?
The Options will be awarded as funding is available.
6 Will Base Bid and options be awarded at once? Page A-4 of the IFB indicates “If the determination is made to exercise any of the Options, the Contracting Officer will provide the contractor with written notice no later than 60 days after contract award, per FAR clause 52.217-7, Option for Increased Quantity- Separately Priced Line Item (MAR 1989).”
The determination of when the Schedule and Options are awarded is based on funding.
7 Can more construction time be allowed if the Option X is exercised? The additional time given is 28 calendar days but the scope of work more than doubles the quantity of cold in place recycle, asphalt. and storm drain, and has 3x as much culvert
If Option X is exercised within 60 days of contract award the contractor will proceed with the culvert lining and other activities with approval from
CO.
lining. Combined with the quantities from Schedule A, there is not sufficient time to complete the project in that time frame.
8 Can more construction time be allowed if Option X and Option Y are awarded? As detailed in the construction documents, the contractor will be given an additional 60 days to complete the work. The award of both options triples the base bid quantity of cold in place recycle, requires 5 times the amount of asphalt milling, almost 3 times the base bid quantity of asphalt paving, more than 4 times the base bid quantity of subexcavation to name a few. The additional time allowed does not seem proportional to the increased quantity of work required to be installed.
The Schedule A 3 Box culverts must be open by March 28th. The contractor can still work on construction items not pertaining to the structures in Schedule A and options X and Y if awarded before and after this date. The continuous Cold Recycle asphalt base course process will be achieved at night without traffic and asphalt paving can be completed during the day or night.
9 Section 107.01 indicates the NPDES Permit is expired and the associated link is not valid. Please provide current copy of applicable Permits and advise.
Here is the current link:
http://static.azdeq.gov/permits/azpdes/cgp_permit.pdf , the general permit information for AZ: http://azdeq.gov/node/524 The old permit process has been administratively extended until they issue the new permit process is in place.
10 Section 108.01 para (d) indicates “All Contractor employees are required to attend a briefing to be given by the Park staff discussing park values, regulations, housekeeping, and avoidance of construction outside construction limits. Contact the CO to coordinate the briefing prior to beginning work. A 7-day notice is required prior to the requested briefing date.” Different crews, different truck drivers, replacements & schedule will make this hard to accomplish. Can the QCM be trained/allowed to provide orientation to employees and subcontractors?
The project team will coordinate these meetings to accomplish this task in the most efficient manner possible.
11 Please clarify Specification 204.17 in the IFB
The Specification should read:
204.17 Add the following:
Payment for Item 20401 is limited to ten percent of the plan quantity of excavation in the cut until the slope rounding in that cut is completed.
The current SCR reads:
204.17 Add the following:
Payment for Item 20401 is limited to ten percent of the plan quantity of excavation in the cut.
Which is incorrect and needs to be amended. Amendment A001 will contain this correction.

12 Specification 204.07 indicates “Place temporary asphalt pavement to seal the surface if the permanent asphalt pavement is not installed within one week of the subexcavation.” It is not economical or efficient use of time to pave/temp pave given the random locations and size variations of areas. Will prime Coat be allowed instead of temporary paving?
Temporary asphalt is required to seal the roadway after subexcavation is completed to prevent the moisture from infiltrating into the subgrade. No, Prime Coat is not an acceptable proposal to use instead of temporary paving. Then the Temporary paving will also be incorporated into the continuous Cold Recycle asphalt base course process.
13 Section 108 of the special provisions has some extremely aggressive fixed completion dates for the completion of the box culverts and the bridge work. The extension of the bid date will likely push award and notice to proceed by a similar duration.
Will CFLHD consider extending the required completion date for the bridge and box culvert work?
Due to park closures, no.
14 Can anticipated award and notice to proceed dates be provided?
Will the completion dates provided in section 108 be extended if actual award or notice to proceed dates are after the dates provided?
See Amendment A003 clause 52.211-10 Alternate I, assumed NTP is 12/12/2019
15 Based upon a March 28, 2020 completion date for the box culverts, the precast suppliers have indicated that between shop drawings, submittal approval and box production activities it is unlikely that they can have the boxes delivered by the March 28th date. Will CFLHD accept cast in place box culverts? Will CFLHD reduce submittal review times (compared to those provided in the contract docs) to expedite production? Will CFLHD consider a limited notice to proceed immediately following award for box culvert procurement only? Bonds and insurance a
Yes – provided they are designed and stamped by an Arizona Structural PE and meet the same requirements as the specified pre-cast box culverts. The cast-in-place culverts need to meet the same time constraints for the road closure as the pre-cast culverts would have meet. For CIP box culverts you need to submit design calculations and drawings stamped by an AZ PE.
16 Can the box culverts be cast in place in lieu of Pre-Cast? Yes – provided they are designed and stamped by an Arizona Structural PE and meet the same requirements as the specified pre-cast box culverts. The cast-in-place culverts need to meet the same time constraints for the road closure as the pre-cast culverts would have meet. For CIP box culverts you need to submit design calculations and drawings stamped by an AZ PE.
17 Due to the time constraints related to the box culverts and the overall short schedule will FHWA allow and expedited mix design with high/early admixtures whether pre-cast or cast-in-place?
Yes, provided they are designed and stamped by an Arizona Structural PE and meet all FP-14 requirements. The concrete design mix has to address all ASR requirements. The mix has to come with test results showing the aggregate is innocuous or that the reaction has been mitigated using fly ash.
