CA ERFO ANGELES NF 3N17(2) SANTA CLARA DIVIDE

September 9, 2019

Questions Answers 1 Per section 108.1 it states contract completion date is 12/17/19.

With 60 days for the FHWA to accept proposals and issue a contact that leaves 30 days to perform the project including administrative submittals and onsite work. How many days do we have from issue of Notice to Proceed to complete the contract?

Please refer to Amendment A001 posted on FBO on 08/29/19.

FAR Clause 52.211-10 Commencement, Prosecution, and Completion of Work. (APR 1984)-

The completion date is based on the assumption that the successful offeror will receive the notice to proceed by October 3, 2019. The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer.

2 I noticed there is no organized site walk scheduled. What steps need to be taken in order to schedule a time for my team to view the site? Is this something we will have open access to? Will there be someone onsite to guide through the site?

The project site is open to the public. The contractor is encouraged to view the site prior to preparing their bid. No organized site visit will be held, and no one will be onsite to guide the contractor through the site.

3 It has come to my attention that the bid bond form provided in the 6982AF19B000012 RFP package is expired. Does the FHWA have an updated form or do you want us to use the provided form?

Please refer to Amendment A001 posted on FBO on 08/29/19 for updated bid bond forms.

Is there construction water available @ the Bear Divide Fire station? If not, Please provide a location in which we can obtain construction water.

The Bear Divide Fire Station can provide limited amounts of construction water, depending on fire suppression activities in the area, which have priority.

Please confirm that the existing soils will be able to be utilized in the MSE walls and associated backfill.

Native soils will likely not meet the requirements of select granular backfill, which is to be used to backfill the stabilized volume of the wall. Native soils will likely meet unclassified borrow requirements, which is used to backfill behind the stabilized volume of the wall.

It is our understanding that the roads to the two work locations are currently closed to traffic, please confirm.

Both project sites are currently closed to traffic and will remain closed during construction.

Please provide rock sizing and quality requirements for the MSE "facing fill" As FP-14 does not have a specification 705.08 per the drawing on C-25750 Sheet 2.

Refer to Section 705.08 of the Special Contract Requirements (Sheet E-37 of the IFB) for facing fill requirements.

8 Site 2 has grown considerably in size in contrast to the Solicitation Plans.

Based on the field inspection, it is our conservative estimate that the Site 2 MSE wall length will need to be approximately 180 LF to 200 LF with its tallest sections being upwards of 40’+ in height.

Separate but related is the failing condition of the shoulders to each side of the washout. They are heavily eroded and show significant stress cracking, having been undermined such that the southern shoulder is leaning out and over the gully below. To safely perform the work the shoulders will require major alteration.

To further complicate the situation, approximately 150 yards beyond the gate to Site 2, a culvert failed leading to a road washout where approximately half the road width by 30 LF length has been lost down the hillside along with the culvert and pipe. It is likely necessary that this portion of road be fixed in order to access Site 2 with the material and equipment required to perform the work.

Per Section 255 of the FP-14, the contractor is required to verify the limits of the wall installation, which includes completing a topographical survey of the MSE wall site. This survey will be used by the contractor in development of the MSE wall design, as detailed in Section 257 of the FP-

14. The design will ensure the stability of the wall system and meet the minimum requirements in the MSE wall details included in the plans. The contractor will be paid for the actual MSE wall face constructed to meet these requirements.

Also of note, the plans indicate a shift of the roadway into the hillside through Site 2, which will reduce the required limits and height of the MSE wall. The new outboard shoulder of the roadway will be approximately in the same location as the existing centerline of the roadway (10-12’ shift).

The noted damage site beyond the gate to site 2, which may restrict access, is the Forest’s responsibility to repair. However, if the contractor and Government agree this existing site does not provide safe access to Site 2, limited, temporary repairs may be made by the contractor to this site to accommodate safe access to Site 2 using equipment hours as directed by the CO.

File details come from the government source that posted it.
