Solicitation #6982AF19B000004 WY FLAP 6WX(1), Southfork Road Q&A
3/20/2019 Question 1:
In the Bid Schedule Item No.A0680, X0420 Antistrip Additive states it as Type 1, the corresponding contract section calls out type 3, could you please clarify which it will be?
RESPONSE: The antistrip additive required is Type 3.
Question 2:
The surfacing summary on sheet B9 shows zero quantities for asphalt on all approach roads. The approach road summary on sheet A11 also shows zero for paved lengths. However, the typical sections for approach roads on sheet A10 appear to show the asphalt edges going around the radius and into the approaches for type 1 and 2 approaches. Type 3 approaches also show a “bump out” of the asphalt paving edge into the approach road. Can you clarify that there is or is not asphalt in these areas of the approaches? If there is asphalt would it be possible to quantify the tons of asphalt in the approaches?
RESPONSE: There is no approach road asphalt per A11.
Question 3:
Paragraph 401.14 of the SCR’s States: “Do not cause cracking, shoving, or undue displacement. Continue rolling until all roller marks are eliminated, all cracks are sealed, and the required density is obtained. For HMA , do not roll the mix after the surface cools before 175 F”. This is a conflicting statement where FHWA is has included both a method spec and performance spec. The roller marks will not be eliminated, and density will not be achieved at 175 degrees or above, especially with the grade of AC oil specified. Will FHWA please consider striking the temperature rolling specification or revising it so that it does not conflict with the ability to achieve density and eliminate roller marks?
RESPONSE: The specification will not be modified; however, optimum pavement placement and finishing conditions are generally determined onsite during the test strip.
3/24/2019 Question 4:
Page E-11 of the special contract requirements state in Table 107-1 that the electric is status 3, which is defined as utilities are in conflict and require relocation before construction. Could you please clarify who is to do the relocation and if it is to be coordinated by the successful bidder or if FHWA is to coordinate it?
RESPONSE: Utility relocation will be done by others. Coordination is the responsibility of the contractor.
3/25/2019
Question 5:
We assume Special Contract Requirement (SCR) Section 555 “Steel Structures” only applies to the modular Little Boulder Creek Bridge and the FP-14 Standard Specification section 555 applies to the South Fork Shoshone River Bridge. Please confirm.
RESPONSE: Section 555 FP and SCRs apply to both bridges. Some SCR’s are specific to Little Boulder Creek, as stated; however, for example, SCR 555.05 and 555.07 apply to all steel structures.
Question 6:
Ref. FP-14 Standard Specification Section 555 Steel Structures, Paragraph 555.05(b); Per ASTM A578 supplementary requirement S2.1 there are 3 levels of acceptance standards. Level a, level b, and level c. We need to know which level is required.
RESPONSE: According to the ASTM A578 specification, Acceptance Level B applies unless otherwise agreed to.
Question 7:
3/26/2019
Will you be able to set a hot mix plant in the corral pit?
Response: The USFS permit (See Appendix A) does not specifically authorize the use of a mobile asphalt plant. State and local requirements should be followed for the permitting and operation of mobile asphalt plants. If permitted, additional approval from the USFS would be required to operate on USFS lands.
