Q&A for NV/AZ FTBR OLD 93(1)
1/4/2018
1. Schedule A, Bid Item 20304-1000, Removal of Structures & Obstructions, can you please clarify what this item is for? The summary pages have no information, there is no information on the roadway/detail sheets and the SCR’s are vague.
a. Sheet B11, Removals Summary – Schedule A indicates the approximate quantities of raised pavement markings, tubular markers and other markers proposed for removal.
2. Page E-9, 107.02, talks about protecting and/or repairing the existing historic stone wall. We are very concerned that in order to achieve the compaction requirements called for in the specifications that multiple 7’ wide double steel wheel vibratory rollers will be required and using this causes a lot of vibration to all nearby structures, this particular wall could be damaged severely as we do not if it can handle this type of vibratory vibration. How can it be repaired, are there any materials available to be used of the same kind to repair or what will be acceptable? Can you please review further to clarify this spec?
a. Addressing the questions as highlighted above:
i. How can it be repaired? SCR Subsection 107.02 Damage to Stone Masonry
Walls states requirements for repair plans. The repair plan will vary, dependent upon the damage, if any, observed.
ii. are there any materials available to be used of the same kind to repair or what will be acceptable? There are no Government Furnished materials available for repair. The Contractor is responsible for locating suitable repair materials, if required. SCR Subsection 107.02 Damage to Stone Masonry Walls (c) states “Repair plan must detail specific repair methods to be used, treatment of existing materials to be reincorporated into the wall, new materials proposed for use, limits of repair, photographs of damaged areas.”
iii. Can you please review further to clarify this spec? No impacts to the existing walls due to vibratory actions were anticipated. The Question is further addressed by the proposed work below:
1. 40301-0100, Asphalt Concrete Pavement, Type 1 and 41301-0000, Asphalt Pavement Milling: Within the station limits shown in the plans for this work, there are retaining walls. In the areas where retaining walls are present, the edge of the proposed treatment and the wall face are separated by either a concrete gutter, concrete curb, concrete sidewalk, or combination thereof. Areas where retaining walls exist have been previously paved. Note in SCR Subsection 403.09 “Along forms, curbs, headers, walls, and other places not accessible to the rollers, compact the mix with alternate equipment to obtain the required compaction.”
2. 42901-0000, Ultra-Thin Bonded Wearing Course and 42905-0000, Polymer Modified Emulsion Membrane: Within the station limits shown in the plans for this work, there are retaining walls. In the areas where the walls are present, the asphalt surface may meet the wall face, or be separated by a concrete gutter, concrete curb, concrete barrier, concrete sidewalk, or combination thereof. Subsection 429.12 states “Immediately after placing the UTBWC mix, make a minimum of two passes with a double drum asphalt roller operated in the static mode.” Areas where retaining walls exist have been previously paved.
3. Option X, 40901-2000, Micro Surfacing, Type 2: Retaining walls exist within the areas shown in the plans to receive this treatment. FP-14 Subsection 409.10 Application states “Roll parking areas and turnouts with at least two full-coverage passes with the roller.” FP-14 Subsection 409.05 also states “Other equipment of proven performance may be used in addition to or instead of this equipment when approved by the CO.”
3. Can you please review your completed project time for Schedule A and Option X? You list it to be completed by 5/24/18, but with a bid date of 1/18/18, a 60 day award time, 10 days to obtain dust permit, 45 days to get asphalt/utacs/schedule approved, 10 day cure time from utacs to striping this puts us around 5/15/18 before work can even start, there is no way for this job Schedule A to be done this fast. Also on Option X, this work normally does not begin until 5/1/18 for weather purposes and with the 10 day cure time prior to striping and the multiple areas that would need to be done, this also could not be done this fast, confirmed by one of our seal subs. Page E-13 of the SCR’s, paragraph 108.01(a)(3), all work to be done at night under full closure. We typically cannot work a full night of production until 5/1/18 sometimes later weather wise, this will also hamper getting this work started and completed on time. I would ask that you look at using the 7/6/18 date as completion for all even if you only award A.

i. The Governments project time accounts for multiple submittals being reviewed during a single timeframe. Notable time requirements for all Schedules and Options are below:
1. The Bid Opening Date is 1/18/18.
2. Award time is anticipated to be in the range of 21 – 28 days. While 60 days is allowed for award via the Bid Bond, CFLHD has rarely if ever taken the entire 60 days.
3. FP-14 Subsection 153.03 states “At least 14 days before the start of work, submit the QCP for approval.”
4. FP-14 Subsection 153.04 states “Submit 2 copies of a preliminary construction schedule 7 days before the preconstruction conference.
Within 7 days after the preconstruction conference, the preliminary construction schedule will be approved or rejected. If rejected, submit a revised schedule within 3 days. FP-14 Subsection 153.04 also states “The preconstruction conference will be rescheduled if the CO does not receive the schedule 7 days before the scheduled preconstruction conference date. Contract time will not be extended for failure to submit a preliminary construction schedule by the date required.”
5. FP-14 Subsection 403.02 states “Submit a state department of transportation approved JMF within the past 12 months for approval at least 30 days before production.
6. FP-14 Subsection 409.04 requires the JMF to be submitted 14 days before production.
7. SCR Subsection 429.03 (b) Submission states “Submit written job-mix formula at least 21 days before the control strip.”
b. Also on Option X, this work normally does not begin until 5/1/18 for weather purposes and with the 10 day cure time prior to striping and the multiple areas that would need to be done, this also could not be done this fast, confirmed by one of our seal subs.
i. Refer to SCR Subsection 156.07(l) Parking Lot Closures and Sequencing.
Additionally, See SCR Subsection 156.07(k), paragraph 2 for more information on a temporary closure of a portion of the Project on the AZ side of the Hoover Dam.
c. Page E-13 of the SCR’s, paragraph 108.01(a)(3), all work to be done at night under full closure. We typically cannot work a full night of production until 5/1/18 sometimes later weather wise, this will also hamper getting this work started and completed on time.
i. 108.01(a)(3) of the SCR’s requires “Perform all pavement patching through the project and all work from station 86+59 to station 118+85 at night.”, not that the entire job be performed at night.
d. I would ask that you look at using the 7/6/18 date as completion for all even if you only award A.
i. The completion date will not be changed.
4. Page E-15, 2nd paragraph & Table 108-2 says we cannot work during that time frame (Spring Break), but 108.01(a)(7) says we can only work at night, please clarify if only night work is allowed or no work is allowed. I would assume not much if any work can happen during these dates, but just in case.
a. 108.01(a)(7) states “During the spring break visitation season, perform no work during daytime operations. Daytime operations are defined as the hours of 7:00am to 7:00pm.” Night work is permitted from 7:00pm to 7:00am during the Spring Break timeframe.
File details come from the government source that posted it.
