The amendment, effective October 22, 2026, pertains to solicitation 697DCK-26-R-00437, originally dated September 25, 2026. Key revisions include mandatory as-built drawings and weekly progress reports submitted to the Contracting Officer Representative (COR). The amendment provides FAA answers to 18 vendor questions covering crane and staging operations, roof structure, hatch bonding requirements, breakroom and ladder modifications, warranties, tear-off scope, hatch manufacturer specifications, construction work windows (Friday and Saturday nights only, 10:30 PM to 4:45 AM), liquidated damages at $3,704/day with a 60-day period of performance, roofing system warranty requirements (minimum 20-year manufacturer warranty with no specific manufacturer mandated), a 25 percent self-performance requirement, and site coordination procedures. All materials and equipment must remain on ground-level staging areas; no roof storage is permitted. The contracting officer is Linda M. Hennequant (Linda.Hennequant@faa.gov).

12. Please confirm the tear-off scope: is the existing TPO a single membrane assembly, and may the existing cover board and insulation remain if found sound, or must the roofs be stripped to the deck? Please also confirm the deck type (affects fastening method).

FAA Answer: Section 2.1 of the SOW, the intent is to remove and replace the existing roofing membrane systems at both the Cab Roof and Catwalk Roof. Full removal down to the structural deck is not specifically required.

Existing cover board and insulation may remain if found sound, dry, compatible, and suitable for the new roofing system, subject to the manufacturer's requirements and approved submittals. Any damaged, deteriorated, loose, or incompatible materials must be removed and replaced as necessary.

The existing roof assembly and deck type must be field verified by the Contractor.

13. For the two stainless-steel hatch assemblies: are there pre-approved manufacturers or models, or is "match existing configuration" the sole requirement? (Hatch fabrication is on our critical path at 8–9 weeks.)

FAA Answer: No specific hatch manufacturer or model is required, provided the proposed stainless-steel hatch assemblies meet all SOW requirements, including the specified hatch configurations, safety requirements, and approved submittals. The FAA understands that hatch fabrication and delivery may require approximately 8–9 weeks. The project schedule and Notice to Proceed will be coordinated with the Contracting Officer, taking material availability into consideration. The FAA's preference is to complete all roofing and hatch work within a single coordinated construction period, if feasible and approved by the Contracting Officer, to minimize mobilization and operational impacts.

14. The SIR restricts interior/ operational-area work to 10:30 PM–4:45 AM, Monday–Friday. Is weekend night work

permitted, and may material delivery and staging occur during daytime hours outside operational areas?

FAA Answer: Construction work is permitted on

Friday and Saturday nights only, between 10:30

PM and 4:45 AM. No construction work is permitted on Sunday nights. All work must be completed within the approved work window without disruption to FAA operations.

15. Liquidated damages are $3,704/day — please confirm the completion date from which LDs begin to run (Phase 1 NTP + 30 calendar days, Phase 2 separately, or a single overall date).

FAA Answer: The Period of Performance is 60 days total. Should the FAA cause a break between the phases, this will not count in the 60 days.

16. The 20-year manufacturer roofing system warranty: will any major manufacturer's

NDL/system warranty (e.g., Carlisle, GAF, Firestone) be accepted, or is a specific manufacturer required?

FAA Answer: No specific roofing manufacturer is required. Any reputable manufacturer, including Carlisle, GAF, or Firestone, is acceptable, provided the proposed 60-mil reinforced PVC roofing system meets all SOW requirements and includes a minimum 20-year manufacturer roofing system warranty. All proposed materials and warranty documentation are subject to FAA review and approval

17. The =25% self-performance requirement:

does the prime's full-time on-site supervision count toward the 25%, or must 25% of the contract value be performed by prime employees?

FAA Answer: It can be considered.

18. Are there designated staging/laydown areas and approved crane/manlift positions at the tower, and who coordinates airfield security access for material deliveries?

FAA Answer: Ground-level staging and laydown areas are available at the facility. No materials, equipment, or storage containers are
