About this file

This is an Amendment of Solicitation/Modification of Contract issued by the Federal Aviation Administration (FAA), Regional Acquisitions office in College Park, Georgia. The amendment number is 0002, effective October 8, 2026, for solicitation 697DCK-26-R-00437, dated September 25, 2026. The contracting officer is Linda M. Hennequant (Linda.Hennequant@faa.gov).

The amendment provides vendor questions and answers regarding a roof and hatch replacement project at the Instrument Tower Operations (ITO) Air Traffic Control Tower (ATCT) located at 102 Ailolo Street, Hilo, Hawaii 96720. Key clarifications include: (1) required insurance coverage types and minimum dollar limits are specified in FAA AMS Clause 3.4.1-12, with Certificates of Insurance required per AMS Clause 3.4.1-10 and the Solicitation Information Request (SIR), with the FAA listed as Certificate Holder; (2) the FAA has no existing roof core-cut data, and the contractor is responsible for field verification of existing conditions, dimensions, and roof composition; (3) the existing TPO waterproofing system will be replaced with a new 60-mil single-ply reinforced PVC membrane with insulation matching the existing R-value; (4) two existing roof hatches will be replaced with new stainless-steel assemblies; (5) the contractor is responsible for designing the catwalk hatch and ladder reconfiguration (90 degrees counter-clockwise), including structural support, shop drawings, and structural calculations for FAA approval; (6) the south-side guardrail and self-closing gate must comply with OSHA requirements; (7) the contractor is responsible for crane and lifting operations, including any required load-distribution measures for parking lot protection; and (8) project scope is limited to roof, hatches, ladder, guardrail/gate, flashing, and waterproofing—broad interior repairs or replacement of HVAC, electrical, or other building systems are excluded unless specifically identified in the Statement of Work or authorized by written contract modification.

QUESTIONS & ANSWERS

1. The solicitation incorporates FAA AMS

Clauses 3.4.1-10 and 3.4.1-12 concerning insurance. Could you please confirm:

a. The required insurance coverage types and minimum dollar limits;

b. Whether a Certificate of Insurance must be submitted with the initial offer or after award but before the Notice to Proceed; and

c. Whether the FAA or United States Government must be listed as an additional insured or certificate holder.

FAA ANSWER:

a. Required insurance coverage types and minimum dollar limits are listed in AMS Clause 3.4.1-12.

b. Reference Paragraph (b) of AMS clause 3.4.1-10 and L02 REQUIRED DOCUMENTS of the SIR.

c. The FAA will be listed as the Certificate Holder.

Please reference 3.1-1 CLAUSES AND PROVISIONS

INCORPORATED BY REFERENCE (JUL 2019)

2. Can the FAA provide any existing roof assembly information or core-cut data showing the existing insulation thickness, number of roof layers, deck material, and substrate condition? Requirements for the two stainless-steel roof hatches?

FAA ANSWER: FAA does not have existing roof core-cut data or verified information identifying the existing insulation thickness, number of roof layers, deck material, or concealed substrate condition. The Contractor is responsible for field verification of existing conditions and dimensions as required by the SOW. Section 1.0 requires the Contractor to independently field-verify existing conditions, dimensions, measurements, openings, roof areas, and other conditions necessary to perform the work.

The existing roof waterproofing system is identified in the SOW as TPO. The existing roofing membrane system is to be removed and replaced with a new 60-mil single-ply reinforced

PVC roofing membrane system. New insulation shall have an R-value matching the existing condition.

Section 2.1 requires preparation of the existing substrate, removal of deteriorated or incompatible materials that would interfere with installation, insulation with an R-value matching the existing system, and installation of the new roofing system.

The two existing roof hatches are to be completely removed and replaced with new stainless-steel hatch assemblies as identified in the SOW. Section 2.3 requires the new roof hatch assemblies and associated curbs, exposed supports, hardware, fasteners, anchors, and other exposed metal components to be stainless steel, and requires field verification before fabrication.

3. For the Catwalk hatch, is the contractor responsible for designing the complete revised hatch/ladder configuration, including structural framing and anchorage? Does the FAA have additional Photos of Ladder and Hatch?

FAA ANSWER: The Catwalk hatch and ladder are to be reconfigured 90 degrees counter-clockwise as identified in the SOW. Section 2.4 requires modification/relocation of the Catwalk ladder to coordinate with the new hatch opening, the required south-side guardrail and self-closing gate, FAA review of the final hatch/ladder configuration before fabrication or field modification, and structural support, anchorage, or modification required by the approved Contractor submittal. The Contractor is responsible for field verification and for providing the required shop drawings and structural calculations, where applicable, for FAA review and approval prior to fabrication or field modification. Section 4.0 requires shop drawings showing support/attachment and anchorage details and structural calculations

for new hatch framing/supports, anchorage, and modified ladder/access components where required. The photographs included in the SOW are the available photographs of the existing ladder and hatch conditions. No additional photographs are available at this time.

4. Please confirm the exact extent and configuration of the required new south-side guardrail and self-closing gate.

FAA ANSWER: The new south-side guardrail and self-closing gate are part of the Catwalk hatch/ ladder reconfiguration described in the SOW. The guardrail and gate must comply with applicable OSHA requirements. The Contractor must field verify existing conditions and coordinate the final configuration with the hatch/ladder modifications for FAA review and approval.

5. Has the existing parking lot pavement been evaluated to confirm it can safely support the anticipated crane loads without cracking, settlement, or other damage? If not, are crane mats or other load-distribution measures required?

FAA ANSWER: The SOW does not provide a pavement structural evaluation or confirmed load-bearing capacity for the existing parking area. The

Contractor is responsible for crane and lifting operations, including equipment selection, qualified personnel, rigging, safety controls, and protection of existing FAA facilities and property. Any required load-distribution or pavement protection measures associated with the Contractor’s selected crane and lifting operation must be the Contractor’s responsibility.

6. Please clarify, Broad repair or replacement of interior finishes, HVAC equipment, electrical equipment, or other unrelated building systems affected by previous water intrusion is not included unless specifically identified in this SOW or subsequently authorized by written contract modification. FAA ANSWER: The project scope is limited to the roof, roof hatches, ladder, guardrail/gate, NAME OF OFFEROR OR CONTRACTOR
