Chiller Repair Project Jacksonville Air Route Traffic Control Center
(ARTCC)
37075 Aviation Lane Hilliard, FL 32046
This Amendment 0003 to Request for Proposal 697DCK-26-R-00404 Chiller Repair Project Jacksonville Air Route Traffic Control Center (ARTCC), Hilliard, FL 32046 is being executed to publish the Government's final responses to Interested Offerors' Requests for Information and Clarifications. Proposals remain due on 14 September 2026 @ 1700 EDT.
No other changes or updates added.
Request for Information and Clarifications
1. The Certified Comfort Expert (CCE) documentation must be held by the prime Offeror or may be satisfied by the qualified subcontractor performing the HVAC work.
Answer: This requirement may be satisfied by qualified subcontractor performing the work.
2. York does not designate "factory authorized service technicians".
We have experience working on that type of equipment.
Answer: Requirement of “manufacturer-certified technicians” is equivalent to that of the statement of “factory authorized service technicians”. Both are acceptable.
3. We discovered another issue with the SOW while preparing our proposal. Our chiller service provider identified that the York Chiller Access Manager and web portal cited in SOW is unavailable for these units due to their vintage and cannot be retrofitted.
Answer: Acknowledged.
4. We will meet all other requirements of that paragraph, including using manufacturer-certified technicians and performing the specialized calibration under SOW per York service procedure.
Answer: Acknowledged.
5. Please confirm whether the Chiller Access Manager is a mandatory means of performance or a descriptive reference.
Answer: No. Chiller Access Manager is not a mandatory means of performance given the contractors performing the work are factory authorized service technicians.
6. The solicitation requires the offeror to be a "Certified Comfort Expert," which is a Carrier dealer designation. The unit we are repairing is a York/JCI chiller. Can you please confirm that is in error or not?
Answer: The Certified Comfort Expert designation is a program offered by major HVAC brands to recognize contractors who meet rigorous training, certification, and service standards.
The intent of this requirement is to ensure the contractor performing the work is certified, trained, and authorized to perform repairs on the York/JCI chiller.
7. Can you provide the serial number of the chiller 100?
Answer: Chiller 100 S/N: SAYM-159410, Chiller 200 S/N: SAYM- 159610
8. How would you like me to price this proposal? Do you want me to price it based on full new refrigerant, no refrigerant or provide and add in the proposal for refrigerant?
Answer: Per the published Statement of Work ( SOW), the Contractor shall recover and weigh all refrigerant from Chiller 100 using manufacturer certified equipment. Once repairs are complete, Contractor will recharge system using recovered refrigerant.
If additional refrigerant is needed after repairs have been completed and system is recharged, Contractor will advise the Contracting Officer immediately in writing, prior to proceeding with additional refrigerant, if deemed necessary a contract modification will be executed by way of a negotiated Change Order.
9. Could you confirm in writing whether Offerors may submit the past experience and past performance references of its proposed subcontractor fully and transparently disclosed as the subcontractor's history, not its own, and documented through a teaming arrangement and Section K subcontractor certification—to satisfy Section L.3, L.4, and the Section M Past Experience/Past Performance factors?
Answer: If your firm and the subcontractor are registered as a Joint Venture in SAM with its own UEI, you may share the past performance experience of either entity or the Past Performance / Past Experience for the JV itself for consideration. Please be sure to submit your Proposal as the Joint Venture with its UEI.
However, if your company is seeking the award under its own UEI, the Government will evaluate the merits and past performance of the entity receiving the award. In that case, there would be no contractual relationship between the Government and the subcontractors you intend to utilize, nor would the Government be able to hold those subcontractors accountable for meeting the terms and responsibilities of the awarded contract.
10. “The Solicitation states that the Contractor must perform, using its own organization, work equivalent to at least 25% percent of the total amount of work under the contract on the site.”
The same clause further states:
“The CO may modify this contract to reduce this percentage if the Contractor requests a reduction and the CO determines that it would be to the FAA's advantage to do so.”
We respectfully request clarification as to whether the FAA would consider waiving or reducing the 25% on-site self-performance requirement for a prime contractor that would utilize a qualified and experienced subcontractor to perform the specialized chiller repair and HVAC work.
Accordingly, could the FAA please clarify the following:
Would the Contracting Officer consider a request to reduce or waive the 25% on-site self-performance requirement for this type of arrangement?
Answer: Yes
If so, may the offeror formally request the reduction as part of its proposal submission?
Answer: Yes, please detail the proposed percentage of work performed by the Prime vs the Subcontractor in your submitted Plan of Execution for consideration.
Would the FAA consider the use of a qualified subcontractor for the specialized technical work to be an acceptable approach if the prime contractor retains responsibility for contract administration, coordination, scheduling, oversight, and management?
Answer: Yes
11. We would like to request clarification regarding the following requirements listed in the solicitation:
Our company intends to subcontract the performance of this project to a qualified subcontractor. Could you please confirm whether these requirements must be provided by the Prime Offeror, or whether the subcontractor performing the work may provide the applicable documentation?
Specifically, please confirm whether:
Answer: Please be mindful that the contractual agreement will be between the Government and the Prime so there are certain standards and requirements that cannot be passed on to the Subcontractor
• The SBA Small Business designation must be for the prime Offeror or may be provided by the subcontractor; Answer: Prime
• The Insurance Certificate must be for the prime Offeror or may be provided by the subcontractor; Answer: Prime
• The Certified Comfort Expert (CCE) documentation must be held by the prime Offeror or may be satisfied by the qualified subcontractor performing the HVAC work. Answer: The Government anticipates this would most likely be held by the party performing the actual work, whether it be the Prime or the Subcontractor.
