QUESTIONS AND ANSWERS

1. if there will be a site visit available for this requirement. Also, is subcontracting permitted? Please contact Neal Butler, 913-254-8675 to schedule a site visit. Subcontracting is permitted as long as the PRIM Vendors does 51% or more of the work.

1. Is there an incumbent contractor currently performing any or all of the required services under this solicitation? No

1. The Grounds Maintenance Performance Work Statement lists the Base Year period of performance as January 1, 2026, through December 31, 2026. Since the solicitation was issued in 2026, could you please clarify the intended Base Year period of performance for the Grounds Maintenance portion of the contract? The grounds portion of the contract has a performance period of 1/1/2027 – 09/30/2027 for the base year. The SAM posting has been updated to reflect the correct time period.

1. If an incumbent contractor exists, could the Government provide the current or most recent contract number associated with these services? N/A

1. For planning and pricing purposes, can the Government provide the average annual number of snow removal events experienced at the covered facilities during the past five years? 5-year average - ~ 10 Events per year

1. Can the Government provide any historical information regarding annual de-icing/salt application requirements? This information we do not have.

1. Can the Government confirm that the estimated quantities listed in the pricing schedule are representative of typical annual service requirements? Yes, confirm

1. What page would the instructions to offer be on? Instructions are in Section L of the SIR.

1. Question 1 - Snow removal evaluation quantities. Attachment J-2 prices snow removal as per-event unit prices by accumulation tier, and the "Total Price 5 Years" tab marks each snow-removal total as "Varies by Snow Fall." For evaluation of the lowest aggregate price under Section M, what estimated annual quantities (number of events per accumulation tier and number of salting-only applications) will the Government apply to each offeror's unit prices? Alternatively, can the Government provide the historical number of snow-removal call-outs and salt-only applications per season at the ZKC compound for the last three to five winters? We will use the highest historical snow fall event and amount in inches to determine total price. For snow fall the 5 year average is 10 Events per year. There is no information for salt only.

1. Question 2 - Guaranteed minimum for snow CLINs. PWS Section 1.0 describes a "combination firm fixed price and indefinite quantity contract." Is there a guaranteed minimum quantity or dollar value for the snow removal and deicing CLINs (00001-00005), and will orders be placed as per-event call orders against the unit prices in Attachment J-2? There is no guaranteed minimum. Everything for the snow removal and deicing is on per event basis. Please let me know if you need further clarification.

1. Question 3 - Grounds base-year period of performance. CLIN 00006 states the base-year grounds maintenance period of performance as both "01/01/2027 - 09/30/2027" and "01/01/2027 to 12/31/2027," and the PWS cover page states the grounds base year as January 1, 2026 to December 31, 2026. Please confirm the correct base-year period of performance for grounds maintenance, and confirm whether the 28 grass-cutting services priced in Attachment J-2 apply to the base year regardless of its length. Additionally, since the snow CLIN begins 10/01/2026 but grounds begins 01/01/2027, please confirm that no grounds services (e.g., fall trash and litter collection) are required October-December 2026. Plans changed and new dates are listed in the contract. The PWS will be updated and posted.

1. Question 4 - Grass-cutting quantity. PWS Section 3.4.1 requires grass cutting "once per week or as requested," while Attachment J-2 extends the grass-cutting unit price by 28 services per year. Please confirm that 28 services per year is the firm fixed quantity for evaluation and payment, and that any cuts requested beyond 28 would be ordered separately at the per-service unit price. We will only pay for the services we received even if we don't have "28" service request. If we go beyond the 28, then we will still use the same per service rate as the "28". Please let me know if you need a better explanation.

1. Question 5 - Site visit and site quantities. Section L includes provision 3.8.2-9, Site Visit, but no site visit date is identified, and Attachment J-4 provides plot imagery without turf acreage or pavement square footage. Will the Government schedule a site visit prior to the proposal due date, or alternatively provide approximate maintained turf acreage and parking-lot/sidewalk square footage for the ARTCC, OSS/OCC, and CCF areas? Please contact Neal Butler, 913-254-8675 to schedule a site visit.

1. Question 6 - Facilities covered by the pricing lines. The PWS requires separate invoices for the ARTCC, OCC, and CCF, but Attachment J-2 contains a single set of pricing lines for "ZKC ARTCC." Please confirm that the J-2 unit prices are to encompass all three facilities (250, 280, and 300 S. Rogers Road) and that invoice allocation across the facilities will be established post-award. That requirement has changed the PWS will reflect one invoice vs three separate. An amendment will posted.

1. Question 7 - Service Contract Act price adjustment in option years. The solicitation incorporates a Service Contract Act wage determination (Attachment J-3), but we did not locate a Fair Labor Standards Act / Service Contract Act price adjustment clause. Will option-year prices be subject to adjustment for revised wage determinations incorporated at option exercise, or should offerors include anticipated wage escalation in their option-year fixed prices? Yes, If there's a WDOL wage increase, the updated WDOL will be incorporate at the same time we exercise the option.

1. Question 8 - Customer Satisfaction Survey form and scope. Section M, Factor B, states the Customer Satisfaction Survey is "attached to the solicitation announcement as Attachment J-4," while the survey form appears at Attachment J-5 (J-4 is the snow removal footprint). Please confirm that references should use Attachment J-5, confirm that surveys must be received by the proposal due date of 6/22/2026 at 12:00 noon CT, and confirm that surveys covering snow removal and grounds maintenance services of similar size and scope satisfy the requirement, notwithstanding the reference to "janitorial services" in provision SA18. This was a typo and will be updated with Amendment 1.

1. Administrative discrepancies. Please confirm the following: (a) CLIN 00003's period of performance (stated as both "10/01/2028 to 09/30/2029" and "10/01/2028 to 12/31/2029"); (b) whether the certificate of insurance required by SA18 should conform to clause 3.4.1-10, Insurance - Work on a Government Installation (Oct 2020), as contained in Section I, rather than the cited 3.4.1-12; and (c) how offerors should respond to SA18's instruction to complete clause 3.6.3-3, Hazardous Material Identification and Material Safety Data, which does not appear in the solicitation. The POP is a typo that will be fixed with amendment 1.
