GFK QUESTIONS AND ANSWERS
| 1 | Is it expected to return this entire Solicitation 89 pages filled in where indicated. Documents as instructed in Section “K” Would the completion of the above be considered a completed Proposal or do you need a separate “Technical Plan” as well? Your comments how we can streamline our proposal for continuity would be helpful. Example, a Table of Contents. |
| FAA Response: The requirement is for an Offerer to fill box 14, enter amount in box 14, acknowledge all amendments in box 19 (if applicable), fill in boxes 20A, 20B and 20C, complete fill-in clauses in Section K, and provide all necessary documents in accordance with Section L. |
| 2 | Location of Grand Rapids is listed in the Statement of Work. Is this the correct location? |
| FAA Response: Page 5 of J-1 Statement of Work is hereby corrected to reflect the correct location as: 2715 Airport Drive, Grand Forks, ND 58203. |
| 3 | Section L – Instructions to Offerors, Volume II, Factor 1: Past Performance states, “Offerors must provide three (3) completed Past Performance Questionnaires (PPQs) for contracts that are “recent” and “relevant” as defined in this Solicitation.” “Recent” appears to be defined as projects completed within the last five years. Please confirm. The definition of “relevant” does not appear to be specified in the solicitation. Please advise what solicitation section, sub-paragraph, and/or page the “relevant” definition is located. |
| FAA Response: The following definitions will be added as an amendment to the request for proposal. |
| Recent: Contracts completed or substantially completed within the last ten (10) years from the date of this Solicitation. |
| Relevant: Completed or substantially completed contracts that are similar in terms of size and complexity to the subject requirement. |
| 4 | Section L – Instructions to Offerors, Volume II, Factor 1: Past Performance states, “Offerors may re-use PPQs completed for other solicitations so long as the project itself is relevant and was completed within the last five years.” Prime Contractor Offeror requests the FAA consider substantially complete projects of 80% complete or greater as acceptable past performance where the projects meet all relevancy requirements and submission of PPQs, but have not yet reached final completion. This will enable greater competition amongst Prime Contractors with recent, relevant past performance where only fit-out and close-out activities remain. Please note that there is only one FAA project with NAICS code 236220 completed in the past 5 years $60M or greater, and only five FAA projects with NAICS code 236220 completed by 3 Prime Contractors in the past 5 years $25M or greater |
| FAA Response:The FAA will accept substantially complete projects of 80% complete or greater. |
| 5 | Section L – Instructions to Offerors, Volume II, Factor 6: Major Subcontracting Plan states, “For each major subcontractor, provide relevant experience within the last fifteen (15) years having a total project dollar value of $10M or more in commercial, industrial, or non-resident building construction.” Please confirm the $10M or more total project dollar value relates to the complete, full project cost by the Prime Contractor, and not a subcontract value of $10M or more by the major subcontractor. Please note that there has only been one subcontract greater than $10M on a FAA project in the last 15 years. Considering this fact, the Prime Contract only being $60M - $70M, and Grand Forks, ND being a rural location, Prime Contractor Offeror requests the FAA consider the $10M or more total project dollar value be related to the Prime Contract which the major subcontractor was a part of. |
| FAA Response: Yes, confirmed, the $10M total project dollar value may be related to the Prime Contract which the major subcontractor was a part of. |
| 6 | The drawings (Attachment J-2a) provided by the FAA appear to have integral security/certifications that prevent the use of software to markup the drawings or perform takeoffs. Please consider reissuing the drawings without this security so that Subcontractors may perform takeoffs. |
| FAA Response: Will provide drawings without the securities. |
| 7 | Please supply the Geotechnical report for this project. |
| FAA Response: Geotechnical report to be provided. |
| 8 | Please confirm is the Storm Sewer PVC piping shown on GFK-E-ATCT-C301 between Column Lines 10-11 and H-I is new or existing piping. |
| FAA Response:I think the pipe that is being referred to is the PVC underdrain. If so, it is proposed (new). |
| 9 | GFK-E-ATCT-C020 states that existing fuel lines will be removed by CHS for a cost of $50,000. As the quote was solicited directly by the FAA without Proposing Contractors having the opportunity to review scope, please confirm that this is an allowance, and any cost overruns will be compensable. |
| FAA Response: Yes, Contractor to include an allowance of $50,000 for this item. Contractor will be reimbursed for the actual cost of work. |
| 10 | The control cab details on sheets A671 and A672 show curtainwall framing installed at the cab glass units in reverse. The exterior pressure plate that both holds lateral load of the glazing and keeps air and water out of the curtain wall system and ATCT cab space is located on the interior. This cannot be constructed as shown and will need to be reversed in order to deliver a structurally sound, weatherproof, and warrantable system. Please confirm reversing this framing and locating the curtain wall pressure plate to the exterior of the building is acceptable. |
| FAA Response: Details to remain as shown. Exp will review and coordinate detail with successful bidder after award. |
| 11 | The ornamental specification 057000 section 2.1 provides products and manufacturers for the SCR-02 aluminum screen assembly but does not provide a manufacturer for SCR-01. Please confirm basis of design for SCR-01. |
