About this file
This is Amendment 02 to Solicitation 697DCK-26-R-00034 issued by the Federal Aviation Administration's Regional Acquisitions office in Burlington, Massachusetts. The amendment is effective January 7, 2026, and incorporates three primary modifications to the solicitation requirements.
The proposal submission deadline has been extended from March 23, 2026, to March 25, 2026, at 5:00 p.m. Central Time. Section L, Volume II, Factor 1 (Past Performance) has been revised to clarify that offerors may reuse Past Performance Questionnaires (PPQs) from other solicitations provided the project is relevant and is 80% substantially complete or greater on work completed within the last five years. Section L, Volume II, Factor 6 (Subcontracting Plan) has been modified to specify that major subcontractors must demonstrate relevant project experience within the last fifteen years on projects with a total value of $10 million or greater in commercial, industrial, or non-resident building construction, with the allowance that the $10 million threshold may reflect the total prime contract value even if the subcontractor performed work as a subcontractor. Additionally, Section M has been updated to incorporate definitions for "Recent" (contracts completed or substantially completed within the last ten years) and "Relevant" (contracts similar in terms, size, and complexity to the subject requirement). All other terms and conditions of the solicitation remain unchanged.

From: Each Offeror will be evaluated on their past performance as reported by their client(s). Any/All Past Performance information may be used for responsibility determination, including any Contractor Performance Assessment Reporting System (CPARS)/ Past Performance Information Retrieval System (PPIRS) reports.
Offerors must provide three (3) completed Past Performance Questionnaires (PPQs) for contracts that are “recent” and “relevant” as defined in this Solicitation.
Offerors may re-use PPQs completed for other solicitations so long as the project itself is relevant and was completed within the last five years.
Offerors may also submit finalized Contractor Performance Assessment Reporting System (CPARS) reports.
The Offeror’s past performance experience must be in the capacity of a prime or general contractor.

However, the burden lies with the Offeror to provide current, accurate and complete past performance information.
