Questions and Answers

697DCK-25-R-00442 – PVD Roof and Caulk Repair

September 11, 2025

1. The drawings specify Sikalastic® Membrane as the waterproofing system. Should we assume this brand is mandatory (pre-approved), or will equivalent products from other manufacturers that comply with UFC/UFGS standards be accepted?

1a. Waterproofing system meant for flashing and pitch pockets and system must be compatible with roof membrane such that is covered under the system warranty. The drawings call out PVC membrane for the main roof and sikalastic will only be used for flashing such as the cab parapet and pitch pockets. See Polyvinyl-Chloride (PVC) Roofing specification 07 54 19.

2. The SOW calls for Sarnafil Cross Grip Xtra Flexible walkway matting. Would equivalent systems be accepted if they meet slip resistance and durability requirements, and if so, what documentation is required for approval?

2a. Approval will be based on meeting or exceeding the requirements of the walkway mating. See Polyvinyl Chloride (PVC) Roofing Specification 07 54 19 paragraph 2.1 and paragraph 2.10 for requirements.

3. Should the contractor include the costs for temporary utilities (water, power, site internet), or will these be provided on site?

3a. See Temporary Facilities and Controls Spec. 01 50 00 Section 1.2 Charges.

No site internet or power will be provided.

4. What is the approved procedure for bringing lifting equipment (manlifts, boom lifts, scissor lifts) onto the Providence ATCT site at T.F. Green International Airport? Are there specific airport security protocols or FAA access requirements that must be coordinated in advance, or will access be granted on a first-come basis?

4a. See Security Requirements Spec. 01 35 53 for FAA access requirements.

See Summary Spec. 01 10 00 Section 1.10 Permits and Fees for crane permits.

5. For the Tech-Ops building, the SOW mentions stripping and repainting existing door coatings. Please confirm the required paint system (primer, finish type, and color standard).

5a. See Exterior Painting Spec. 09 91 13 Part 3 paragraph 7c. Primer and finish to be Acrylic-Enamel.

6. Is it anticipated that some work may need to be performed outside normal hours (nights or weekends), and if so, will access to the site be allowed during those times?

6a. See Summary spec. 01 10 00 paragraph 1.6.

7. Will the Government provide any materials or equipment, or should the contractor assume responsibility for all?

7a. The Government will not be providing any materials or equipment.

8. Will the lightning protection support poles on the tower roof remain in place during this project? Does the owner require the lightning protection components on these support poles to be replaced?

8a. The current SOW does not call for replacing these poles.

9. The specification calls for a UL letter of findings upon completion of the work. Is the intent to limit the inspection to the roof work and new down conductors shown on the drawings, excluding the existing grounding, utility bonds, and surge protection?

9a. Yes, this is correct.

10. There is a fabric awning at the front entrance of the base building that does not currently have lightning protection. Is this awning excluded from the project scope?

10a. Yes, this is correct.

11. On the Tech Ops building, the current antennas are bonded but are not located within the protection zone of the existing air terminals on this roof level. This complies with NFPA

780 requirements. Will this be acceptable to the owner, or are new air terminals required at a height sufficient to place the Tech Ops antennas within the protection zone?

11a. The requirement in FAA-STD-019G is for the air terminal is to be installed to extend at least 10” above the object they are to protect. New air terminals would need to be installed in this area.

12. The existing lightning protection conduits on the base building and Tech Ops building penetrate the parapet and access the roof less than 1" above the existing membrane. Does the owner intend to install new roof penetration assemblies at these locations to accommodate the roof build-up?

12a. The existing roof penetrations should not be used for the down conductors to transition off the building. A t-style connection should be used and the down conductor fed over the side of the building and eliminate the through wall penetrations.

13. Can exothermic welds be limited to below-grade connections only? There is some indication that exothermic welds may be required above grade in this project, but we do not recommend this due to past incidents of fires on FAA facilities caused by abovegrade exothermic welding.

13a. Exothermic welds are permissible below grade at manned facilities, but should be coordinated with the SSCM prior to performing this work. The use of irreversible c-crimps is recommended for above grade connections to mitigate risk.

14. Can UL96A Class II clamps be used for above-grade cable connections, or does the owner require high-compression crimps?

14a. Irreversible c-crimps are preferred over mechanical connections.

15. Is it the owner’s intention to install one new down conductor on the tower and two new down conductors on the EG building?

15a. Yes, this is correct.

16. On the tower, the notes call for horizontal lightning rods in a loop at 16'-4" above grade.

Does this location require a horizontal Class II copper conductor to connect the horizontal rods, and should the rods be spaced every 20'?

16a. The air terminals are to be placed on the corners of the tower at the 16’-4” level and be interconnected with a horizontal class II copper conductor. The down conductors are to be terminated to this horizontal loop as they continue down to the EES.

17. Are horizontal rods also required at the catwalk and upper tower roof equalization loops?

17a. Yes, horizontal air terminals are required at these equalization loops.

18. The base building, Tech Ops building, and EG building are below standard Class II requirements. Does the owner still require Class II components for these roof areas?
