REQUEST FOR INFORMATION

697DCK-25-R-00183 – QPK HVAC Replacement Site Visit: April 24, 2025 RFIs Due: April 29, 2025 Bids Due: May 8, 2025

Bid Extension: NA

1. Is the Contractor responsible for providing a certificate of disposal for the refrigerant?

FAA: Yes

2. Is this project tax exempt?

FAA: Yes. See RFI Attachment #1 - FAA Tax Exempt Letter 2022

3. Please confirm the ductwork replacement is not part of this project.

FAA: Confirmed, all exterior and interior ductwork is to be cleaned and reused. However, the contractor may be required to provide/install/fabricate transitions ductwork from the new HVAC units to the existing ductwork system.

4. It was discussed during the site walk that the contractor is only responsible for the immediate disconnections and limited re-connections to the chillers. Can the FAA give further specifics on this scope of work?

FAA: The contractors are required to hook up the new disconnects, the new units to the disconnects, and ground the units to the counter-poise grounding system.

5. Will temporary HVAC/cooling units be required?

FAA: Yes. The FAA requires redundant cooling 24/7. Therefore, a temp HVAC unit will need to be brought on site and hooked up with power and flexible ducting prior to the removal of the two old units. It is acceptable to disconnect power from the old unit and use that power connection to be hooked up to the temp HVAC unit.

6. The exterior “weather shields” (steel structure) around the existing chillers provide little room for removal and replacement of the chillers.

a. Would the FAA have these structures removed prior to installation of the chillers?

FAA: No, the FAA will not remove the weather shields. If the contractor determines that the dis-assembly of the weather shield is required to install the new unit, it will be their responsibility to re-assemble the weather shield and re-assembly it after the new units are installed.

b. Or, would the FAA like the contractor to remove these structures for the removal and installation of the chillers?

FAA: Yes, the contractors are responsible for moving everything their way and then returning the facility to pre-construction condition.

c. The specifications state “Provide and install 2 each new Trane Precedent 15-ton packaged air conditioning units … or FAA approved equal” when discussing the chiller specifications. As the room to remove the old chillers is less than 1 inch from the steel structure, it would be advantageous to the Owner / FAA to supply a list of “approved equals” that would be allowed to be used. This would allow the contractor to verify the “approved equals” desired will fit without modification to the existing steel structure or the ductwork that is above the south unit. Please provide a list of “approved equals” that would be approved when submittals are delivered after award.

FAA: Any proposal that the contractor provides will be considered. The make/model is only provided in the SOW as a bidding aid. The requirements for units can be seen directly below that statement.

Any unit that meets those requirements is acceptable with prior FAA approval.

7. Can the FAA please provide a drawing, count, or list of light fixtures to be replaced? Remove and replace all light fixtures in the building, OR just the two rooms that were provided in the drawings?

FAA: Approximately 70 LED lights will need to be installed. There are more than two rooms that will have lights replaced.

8. Can the FAA please provide the square footage of the tiles to be replaced?

FAA: There are two ceiling areas will ceiling tiles will need to be replaced. The sizes of those ceilings are approximately 40’ x 48’ and 30’ x 85’.

9. Please confirm the ceiling grid is not to be replaced.

FAA: The grid is to remain in place.

10. Are there any site photos available?

FAA: The pre bid site survey allowed the opportunity to take photos as needed.

11. Are restrooms available for contractor use?

FAA: No, the site has limited water resources, and the contractor will need to provide a porta john for the duration of the project.

12. In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?

FAA: Yes.

13. Are contractors required to issue a contract specific QA/QC Plan?

FAA: No. It is expected that QA/QC will be an on-going process to ensure all works meet the SOW and accomplished in a professional manner.

14. Are contractors required to issue a contract specific Safety Plan?

FAA: Yes. The safety plan should ensure that the site location and any issues that could arise from the planned SOW are covered, discussed, and mitigated.

15. How many LED light fixtures will be replaced or retrofitted?

FAA: Plan for install/retrofit of approximately 70 LED lights.

16. What is the area for the drop ceiling tiles?

FAA: The two ceiling areas are approximately 40’ x 48’ and 30’ x 85’.

17. Will there be a designated staging area?

FAA: Yes.
