About this file

This is a Statement of Work (SOW) for the design and construction of a replacement Airport Traffic Control Tower (ATCT) at David Wayne Hooks Memorial Airport (DWH) in Texas. The SOW details requirements across multiple disciplines including foundations, structural systems, interior/exterior construction, mechanical/electrical systems, and site work.

The SOW specifies that the ATCT must be designed for a minimum 50-year service life with a cab height of 90.5 feet AGL. Key requirements include: sustainability features to achieve 30% lower energy consumption than ASHRAE 90.1 standards; FSL-2 Critical Infrastructure security requirements; 100% redundant HVAC systems for critical spaces; enhanced whole building commissioning; and BIM project execution planning. The design-builder must provide all necessary design, engineering, construction, materials, labor and equipment. Specific elements include elevator systems, fire protection, emergency power systems, communications infrastructure, parking for 19 vehicles plus 1 accessible space, and infrastructure for future expansion of NAS electronic equipment by 25%. The design must incorporate standard FAA design concepts while allowing for site-specific adaptations where appropriate.

SECTION Z GENERAL CONDITIONS

Z – GENERAL CONDITIONS

1. GENERAL

1.1. The scope of services required in all sections of this Scope of Work (SOW) is not intended to be all inclusive of the work to be performed. This generalized scope has been formulated so that proposals can be prepared using a common base. Offeror’s experience should allow it to amplify the scope in response to this solicitation. The technical proposal, submitted by the Offeror selected to provide these services, will become part of the Contract. Design-build services will consist of all ancillary or required design, engineering, construction, and other services required by this solicitation including procuring and furnishing all materials, labor, equipment, services, supplies, investigations, and studies required in connection with this scope of work and reasonably inferable from the solicitation documents.

1.2. All design work must be site-specific, however, concepts from the Standard Design Drawings must be used in conjunction with the applicable standards, codes and manuals cited in the STANDARDS section of this scope of work to comply with functional, performance, and spatial requirements.

1.3. Design must provide for an overall facility design life of a minimum of 50 years assuming minimal maintenance, sustainment, and restoration. The Design-Builder must account for the service life of specific components of the facilities as required in the SOW and the FAA’s Terminal Facilities Design Standard (TFDS).

1.4. The design and construction of the facilities shall incorporate sustainability considerations to comply with the Guiding Principles for Sustainable Federal Buildings and Associated Instructions and other related requirements in TFDS Section 3.4 – Energy and Sustainability. The ATCT shall be designed to be life-cycle-cost effective and to achieve energy consumption levels that are at least 30 percent below the levels established in ASHRAE 90.1, in accordance with Federal buildings energy efficiency standards.

1.5. Notwithstanding any reference in the Standard Design Drawings or this scope of work to any article, device, product, material, fixture, form or type of construction by name, make or catalog number, such references shall be interpreted as establishing a standard of quality and shall not be construed as limiting competition. The Design-Builder, in such cases, may propose any article, approved equal to or better than that specified.

1.6. The Design-Builder shall verify all existing dimensions and conditions and coordinate civil, structural, architectural, mechanical, electrical, electronics, plumbing, fire safety design and construction and such other items as may be necessary for a complete and functional facility. Coordinate works from other consultants, project shop drawings and field conditions to avoid conflicts among design components. The Design-Builder is required to develop a Building Information Modeling (BIM) Project Execution Plan (PxP) following the FAA BIM Execution Plan (BxP) document for project modeling and accurate coordination of all trades and disciplines.

1.7. The Design-Builder shall be responsible for initiating, maintaining, and monitoring all environmental and occupational safety and health aspects in connection with design and construction works to comply with applicable environmental, safety and health laws, regulations, permits and codes, including Occupational Safety and Health Administration

(OSHA), Environmental Protection Agency (EPA), FAA Orders and standards, and industry standards.

1.8. The Design-Builder shall be responsible to implement an administrative and procedural approach for quality assurance and quality control including submittal review and approval, testing, inspections, certifications and necessary actions and documentation during and after execution of the work to provide design, material, equipment, workmanship, fabrication, construction and operations compliant with the requirements of the FAA and this SIR.

1.9. The FAA has preliminarily categorized this project as Facility Security Level (FSL)-2 Critical Infrastructure facilities in accordance with FAA Order 1600.69. The Design-Builder shall coordinate the final security level determination and associated requirements with the FAA prior to the design phase. All design and construction, including but not limited to structural and architectural design, site lighting, site access control and monitoring, landscaping, site spatial constraints and physical security, shall comply with the applicable security level requirements in FAA Order 1600.69.

1.10. Any work required for properly complete and functional installations not specifically addressed within this Scope of Work or the TFDS shall be performed by the Design-Builder in accordance with applicable codes, standards, industry best practices and manufacturer’s recommendations.

1.11. The design must consist of drawings and specifications, which are usable, definitive, and complete for construction to begin. Drawings, calculations and specifications issued for construction must be sealed by the corresponding licensed professional in the State of Texas. For additional requirements for Architect and Engineers of Record, refer to TFDS Appendix B – Design Requirements, this Scope of Work and key personnel requirements in this Solicitation.

1.12. The Design-Builder shall be responsible for the professional and technical accuracy, usability, completeness and coordination of all designs, calculations, drawings, specifications and cost estimates, including those prepared by sub-consultants. For reference on the content and presentation requirements of design documents, refer to TFDS Appendix B – Design Requirements, Appendix C – Design Specification Submittal and Appendix E – Drawings, and Division 1 – General Conditions document.

1.13. The Design-Builder shall comply with the requirements for design submittals and deliverables provided in the Solicitation package. The Design-Builder shall prepare a submittal schedule, promptly after being awarded the Contract and thereafter as necessary to maintain a current submittal schedule and shall submit the schedule for FAA’s approval in accordance with contract documents.

1.14. Consider that contrary to the provision in TFDS Section 3.8 – Project Planning Document(PPD), FAA will not provide a sample PPD as part of this Solicitation.
