About this file
This document is a federal contract opportunity amendment (Amendment 0002) for a Fire Alarm Retrofit project at the Philadelphia Air Traffic Control Tower and TRACON facility. The Federal Aviation Administration (FAA) is soliciting proposals for replacing the existing Siemens MXL fire alarm system with a Siemens FireFinder XLS system, using a retrofit kit. Key details include an extended offer due date of April 15, 2025, removal of certain environmental product clauses, and clarification of project requirements through vendor questions and answers. The solicitation is set aside for small businesses, with an estimated project value between $50,000 and $100,000. The project requires using Siemens-specific equipment and involves upgrading fire alarm components across multiple building areas, with the prime contractor required to perform at least 25% of the work using their own workforce.

QUESTIONS ANSWERS:
1. Under Installation and Execution, Section F for qualifications state the contractor must be an official Siemens USA Fire Alarm Systems Partner. Can you confirm this can be held at the subcontractor level?
FAA ANSWER: Siemens Partnership is no longer a requirement. See revised Statement of Work.
2. Will the FAA accept a non-proprietary fire alarm alternate or must it be Siemens?
FAA ANSWER: Per the SOW, the existing Siemens MXL system in the facility must be updated to the Siemens FireFinder XLS system using the Siemens retrofit kit. No other manufacturer’s systems will be accepted.
3. Will a Fire Watch will be needed as there are no fire sprinklers in the building.
FAA ANSWER: Please refer to NFPA standards, including NFPA 25, for information when a fire watch will be required.
4. There’s a smoke detector in the crawl space above the control tower with an access door and ladder and for the TRACON room there are smoke detectors under the floor with carpet on top, please confirm if any special considerations are needed.
FAA ANSWER: I am unsure what is meant by special considerations. The devices are listed on Drawing FA-1 and FA-2 therefore must be replaced under their respective SLC.
5. A site map with device locations exists as was noted during the site visit, can you please provide a copy of that map?
FAA ANSWER: Reference Drawing FA-1 and FA-2.
6. Siemens reps mentioned that the horn strobes, power supplies/pads are expected to remain – Can you please confirm this?
FAA ANSWER: Confirmed.
7. About 50 feet from the main building, there is a trailer that was upgraded a few years ago. Can you confirm this trailer is excluded from this Continued ...

project?
FAA ANSWER: Confirmed. The trailer is excluded from this project.
8. Will this project be done in phases, or do you want the entire system replaced at one time? If not a single mobilization, please provide details regarding phasing requirements.
FAA ANSWER: There is no requirement to have the system replaced in a single mobilization, nor any phasing suggestions. A work schedule must be submitted by the contractor for approval after award. Please keep in mind that replacement of more than 1 SLC will only be awarded if funding allows as per Section M (Also see Paragraph G of the Scope of Work).
9. Will you please provide a 5-business day extension following issuance of RFI answers to the quote deadline?
FAA ANSWER: Please see the amendment 0002.
10. The spec references certain part numbers and a few of them are incorrect. I do not want to supply a price with not using the correct part numbers, or should I say the part numbers that match up with the SPEC.
FAA ANSWER: Please consider and utilize part numbers that, after all work has been performed, would result in a system that was successfully converted to Siemens’ current FireFinder XLS system, and thus passed the full system inspection and test as required by National Fire
Protection Association (NFPA) standard 72.
11. The due date is Tuesday the 8th of April, I am requesting a week’s extension, due to the bid asking for a break down of each SLC circuit, which is each addressable loop. I need to send a tech onsite to download the program to verify what devices are on each loop (SLC).
FAA ANSWER: No additional site visit is permitted. The options will only be awarded if funding allows. Please refer to Section M for pricing consideration.
12. The Siemens Rep Ric Sucro informed us that the bid due date is expected to be extended.
Could you please kindly let me know if that's the case or we are to submit our proposal today?
