This document is an Amendment of Solicitation (SF30) for a federal contract opportunity to replace exterior security lighting at the Fort Worth Air Route Traffic Control Center (ARTCC). Amendment 0001 extends the proposal due date to 04/29/2025 at 5:00 PM EDT and publishes responses to vendor Requests for Information (RFIs). Key details from the RFI responses include confirming that the contractor will perform one-for-one light replacement, is responsible for disposing of existing fixtures, will use 525 mA lights, and does not need to provide temporary security lighting. Contractor parking and work vehicle access will be determined at a pre-construction meeting, with vehicles subject to security search. The project is set aside for small businesses with a NAICS code of 238210 and a size standard of $19 million, issued by the Federal Aviation Administration's Regional Acquisitions office.

Vendor RFIs

1. Will the contractor be responsible for providing temporary security lighting during the replacement? If not, would a one for one replacement be required to maintain acceptable perimeter security?

There is no expectation for the contractor to provide temporary security lighting. The contractor will be expected to perform one for one replacement of each light. Only one lighting circuit should be worked at a time.

2. Our supplier regarding the solicitation, they are requesting if there are any plans available for this project. Specifically, they are looking for complete E-sheets that include the fixture schedule and the title block, which will help them propose the correct product.

Due to the nature and limited size of the project, there are no engineering drawings. The fixtures are specified in the project scope of work document. Equivalent fixtures can be proposed for evaluation.

3. Will the contractor be responsible for the disposal of the existing fixtures?

Yes, contractor should assume they are responsible for disposal of the removed fixtures.

4. Is there a designated parking area?

Contractor parking will be discussed at the pre-construction meeting. Size of expected workforce will determine if visitor parking area can be used. Required work vehicles will be escorted onto site following search by security.

5. Should the new lights be 350, 525 or 700 mA?

6. In L.1 page 52 It states that a subcontractor needs to submit a completed Section K, if the prime contractor submits a Section K, is it necessary for a subcontractor to submit a Section K, when the awarded contract will not be in their name?

The prime’s Section K will suffice.

7. In L.1 on page 52 it asks for a small business designation letter, please clarify which agency would a small business get that from? Would the reps and certs in SAM.gov give that same information?

The SBA Small Business Designation Letter is what is being requested, I noticed you state you are an 8a, you should have been given a letter by SBA with your designation for 8 years.
