It is marked that an offer guarantee is not required. Does this mean we do not need to furnish a bid bond as part of our submission? Yes, only a payment and performance bonds are required.

Is it recommended that we to use the supplemental form to submit our project relevance and our past performance references? The Government requested that the supplemental form be used but will accept the same details provided in any Word document or PDF.

Requirements state a completed Section K for all proposed subcontractors and teammates (all applicable certification clauses must be checked and/or filled in). Are we to have any subcontractors that are working with us fill this out? The completed SF 1413 for each Sub upon contract award will suffice.

Requirements state a Copy of the Vendors’ SBA 8(a) Socially and Economically Disadvantaged designation letter, Woman Owned Small Business designation and/or Service- Disabled Veteran Owned Small Business designation letter. Are we to get this from all subcontractors or just from the offeror? The SBA designation is only required from the Offeror.

Are we to provide a detailed cost breakdown on our own sheet? I did not see a form attached to the solicitation. Offerors may submit their Cost Breakdown on their own sheet.

In accordance with 13 CFR 125.8(e), please confirm that if the JV is an SBA Approved Mentor Protégé, the past performance of the mentor firm will demonstrate past performance of the Offeror. Yes, as it is deemed as one entity with its own registration in SAM.gov, with its own UEI.

Are we able to use any past performance from a subcontract partner on the supplemental form? You may detail your work or any work of a partner in the Joint Venture/Mentor Protégé arrangement designated by SBA.

Otherwise, there is no need to list any intended subcontractor’s experience;

however, all contractors performing any trade work must be licensed for the applicable trade in the state of North Carolina.

Are we permitted to utilize a subcontractors North Carolina Electrical and Conditioned Air/HVAC trade license? Yes

Additionally, can we also add their experience/past performance as well for our bid? Yes, if you have been formally registered as a Joint Venture by SBA and that Joint Venture is registered in SAM.gov as a business entity with its own UEI number.
